Your Specific Responsibilities:
This is work planning and directing a consultative program to ensure coordination and efficiency among administrative, program, and operations aspects of service delivery and providing liaison and consultant capabilities for the solution of operational and management problems. The incumbent exercises independent judgement in creating or assisting in the formulation of policies and procedures that have significant impact in the administration of operations and personnel.
Conducts investigations of potential and/or alleged identity theft/fraud cases to determine their validity and whether referral for prosecution is warranted. Gathers and evaluates evidence and provides a summary of findings. Responsible for the preparation and filing of reemployment assistance fraud cases with the state attorney. To include, preparing cases for prosecution, presenting cases to a state attorney, providing courtroom testimony, and monitoring cases for necessary post-trial activity to ensure the conditions of restitution are being met.
Aid in the interpretation of Federal Regulations and the Florida Reemployment Assistance Law and prepares recommendations that insure uniformity of policies, instructions, directives, and other procedures regarding the Reemployment Assistance Program. Assist in creating policies and procedures for the Fraud Investigation Unit as needed.
Responsible for advising management regarding problems related to programmatic and operation issues. Drafts letters and reports and reviews and monitors statistical data relative to the Investigation Unit processes. Assists team members with questions along with handling escalated problems/issues. Responsible for remaining up to date on the trends in each circuit throughout the state. Provides coverage in the absence of an investigator and travel throughout the state as needed.
Assists in the resolution of inquires of a particularly complex or unusual nature from internal and external partners, elected officials, the Governor’s Office, attorneys, employers, and claimants which are associated with the reemployment assistance program processes. Creates special management reports upon request and creates training documents and assists with training fraud staff.
Required Knowledge, Skills, and Abilities:
- Knowledge of reemployment assistance law, rules, policies, and procedures.
- Knowledge of the methods of data collection and analysis.
- Ability to collect, evaluate, and analyze data to develop alternative recommendation, solve problems, document workflow, and other activities relating to the improvement of operational and management practices.
- Ability to organize data into logical format for presentation in reports, documents, and other written materials.
- Ability to conduct fact finding research.
- Ability to utilize problem solving techniques.
- Ability to understand and apply applicable rules, policies, and procedures relating to operational management analysis activities.
- Ability to plan, organize and coordinate work assignments.
- Ability to effectively communicate verbally and in writing.
- Ability to establish and maintain effective working relationships with others.
- Ability to travel.
Qualifications:
As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.
Minimum:
- Duties and responsibilities of this position must be performed at the official work site of the Department.
- Travel may be required to travel.
Pay:
$44,060.11 to $56,000 Annually

This is a professional position responsible for the reporting, analyzing, investigation, determination of Reemployment Assistance Fraud under Florida Statute 443.071 and the investigation of Identity Theft regarding obtaining Reemployment Assistance benefits.
