JOB DUTIES AND RESPONSIBILITIES:

This is a highly responsible Accountant II position reporting to the Finance and Accounting Director of the Florida Department of Health in Orange County (FDOH in Orange County). The incumbent in this position performs, with minimal supervision, a wide range of moderate to complex business unit functions that require an understanding of procurement and accounting policies and procedures. This position is subject to time constraints and must be performed with a high rate of accuracy. Key responsibilities include: 1) Acts as Purchasing Liaison between FDOH in Orange County and the Central Office’s Purchasing Unit, 2) Serves as FDOH in Orange County Travel Champion for the Statewide Travel Management System (STMS) and 3) Other tasks. The employee must be able to use independent judgment and initiative as well as interact professionally with clients, vendors, staff, and the public. Essential business unit functions are described as follows: 

 Acts as Purchasing Liaison between FDOH in Orange County and the Central Office’s Purchasing Unit:

Reviews MFMP purchase requisitions for accuracy and completeness to ensure that established procurement policies, rules, regulations, and procedures are being followed,

Reads and disseminates procurement emails and information promptly to MFMP users,

Stays current on all policies and procedures related to purchasing,

Provides technical assistance to staff in the use of My Florida Market Place and provides refresher training as needed,

Assists CHD staff with requests for advance payment and membership,

Assists with dispute resolutions related to purchases when CHD staff can't resolve with vendor,

Reviews Encumbrance Report daily to ensure that encumbrances over 100 days old are investigated/deleted/ removed and make sure only verified/valid Blanket POs are remaining over 100 days,

Completes End of The Year Encumbrance Close Out Activity ensuring that only valid encumbrances are certified forward.

Verify budgetary limitations to ensure funds are available to approve purchase 

Serves as Travel Champion for the Statewide Travel Management System (STMS): 

Assists CHD staff with the completion of travel authorization and reimbursement requests,

Reviews all travel authorization and reimbursement requests for accuracy and completeness to ensure compliance with established travel guidelines and policies

Approves or rejects reviewed travel authorization and reimbursement requests timely,

Assists and trains existing or new STMS users at FDOH in Orange County,

Assists CHD staff with the completion of Travel Advance Requests

Remains current on travel policies, guidelines, and procedures,

Ensuring that travel FAQs are kept up-to-date and accessible to staff.

Review, analyze, and evaluate financial data.

MINIMUM QUALIFICATIONS:

5+ years of reviewing, analyzing and evaluating financial data.

3 years of verifiable experience in assisting with an operational budget.

3 years of verifiable experience interacting with and effectively communicating with providers/vendors/stakeholders.

May be required to perform emergency duties before, during and/or beyond normal business hours and/or days in the event of an emergency, disaster or threat of disaster man-made or natural. 

This position requires daily in-office or fieldwork.  You must be willing to physically come into the office daily and perform field work.
