JOB DUTIES AND RESPONSIBILITIES:

This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

This position plans, directs, coordinates, controls and administers the overall financial management process for staff and operations to provide effective and efficient financial and budgetary support.  These duties are performed under the general supervision of the County Health Officer for the direct supervision of the Facilities Manager, Data Analytics and Records Manager, Information Technology, Human Resources, Environmental Health. Preparedness and Training Office.

Responsible for all phases of the identified areas above for planning, organizing, managing, and implementing policies and procedures as related to staff and administrative functions. This position requires compliance with Section 215 422 F S and Chapter 3A-24 and Chapter 6OK- 16 or FAC.

Participate and/or arrange work groups and committees that serve to enhance the work environment of the staff.   Provide Consultation and/or tactical expertise resourced to assist in the identification and control of incidents, situations and occurrences which may endanger the public’s health.   Provides technical assistance and/or resources to Florida Department of Health programs and community-based organizations.

MINIMUM QUALIFICATIONS:

  • Five years or more years’ experience managing annual departmental budgets in excess of $10 million and leading strategic prioritization efforts amid resource constraints.
  • Successfully led a team of 50+ people through a major organizational change or the implementation of a new, complex operational system within the last five years.
  • Willing to work before, during and/or beyond normal work hours or days in the event of an emergency.

Preferred: 

  • Verifiable executive-level public health managerial experience within a medium to large County Health Department either directly or indirectly supervising more than 100 employees in multi-disciplinary teams and managing a budget of more than 10 million dollars.
  • Verifiable experience in an Incident Command System (ICS) leadership role during an actual public health emergency or declared natural disaster response.
  • Five or more years’ experience leading an organization in the full cycle of strategic planning, from development to implementation, for a public sector health organization, and tracking success using key performance indicators.
  • Verifiable experience of ensuring compliance with Florida Department of Health (FDOH) and federal regulations, specifically related to clinical and environmental health services.
  • Five or more years of experience representing a health department to external stakeholders, including presenting to elected officials and engaging with media on sensitive public health matters.
  • Master’s Degree in public health, public administration or other health science related field of study.
