The Work You Will Do:

The Chief of Enforcement reports directly to the Director of the Division of Real Estate. Directs the overall administration of the enforcement program for the division of Real Estate, including complaints, investigations, inspections, escrow auditing, and the unlicensed activity program. Primarily responsible for the management and supervision of the daytoday operations of the Enforcement Team, Unlicensed activity and the daily enforcement operations.

 

Presents complaint, investigation and audit activity reports to the Secretary, Division Director, Florida Real Estate Commission (FREC) and Florida Real Estate Appraisal Board (FREAB) as required.  Attends monthly FREC meetings, and bi-monthly FREAB meetings.  Provides assistance regarding rulemaking relating to those items within the jurisdiction of the enforcement program. 

 

Plans and implements training programs for the investigative and complaint staff. 

Oversees the management of Division of Real Estate fleet, including reporting expenses, maintenance, surplus and replacement of vehicles.

 

 

Your Specific Responsibilities:

Reports to the Director of the Division of Real Estate in Orlando, Florida.

Manage Investigator Supervisors.

Ensures the investigative and complaint staff performance standards are appropriately monitored by supervisors.

Manages direct supervision of 7 employees and indirect supervision of 43 staff across administrative and supervisory roles.

Establishes operational procedures consistent with Department policies and procedures.

Make recommendations to Division Director on issues relating to hiring, dismissals and promotions. 

Conducts periodic evaluations of manpower, caseload and regional activity to make assignments and maintain an effective and efficient staff.  Updates position descriptions as needed. 

Coordinates enforcement and compliance policy with the Office of the General Counsel to ensure that investigations meet the necessary requirements before being transferred to the legal section for prosecution.

Establishes and maintains excellent working relationships with other DBPR staff. 

Works well in a team environment and enjoys working with other people.

 

 

Knowledge, Skills, and Abilities:

Demonstrated ability to effectively prioritize and manage multiple concurrent projects while meeting established deadlines.

Proven track record of completing assignments and projects accurately and on schedule.

Strong interpersonal and communication skills, with the ability to engage positively and professionally with others.

Working knowledge of applicable Florida Statutes including F.S. 455 and F.S 475 as well as Florida Administrative Code provisions 61J1 and 61J2, department policies, and relevant procedures.

Proficiency in the use of Versa Regulation, OnBase, and People First systems.

Excellent verbal and written communication skills to support and advance the department’s mission.

Ability to clearly explain complex legal and regulatory issues and communicate effectively with government officials, employees, and the public.

Strong people management, leadership, and interpersonal skills, with the flexibility to adapt to changing priorities.

Ability to motivate, guide and inspire high performance and professional excellence in others.

Demonstrated ability to multitask efficiently in a fast-paced environment.

Ability to competently operate and utilize equipment and technology required for the position.


 

Minimum Requirements:

3 years of supervisory or management experience.
 

Preferred:

5 years of professional experience OR a combination of post-high school education and professional experience equal to 5 years.

Preference may be given to Division of Real Estate employees.
