POSITION DESCRIPTION: Leads, manages, trains and supervises staff in all activities associated with the procurement of commodities and services in accordance with §287.057, Florida Statutes (F.S.) and granting of concessions to contractors to sell products and services along the Turnpike in accordance with a §338.234, F.S. and §338.235, F.S. Organizes, schedules, and distributes work appropriately. Oversees the timely development and release of Invitation to Bid, Request for Proposals, Invitation to Negotiate, Single Source, and Purchase Requisition documents. Ensures procurement documents are complete and conform to all Turnpike policies, procedures, and guidelines; and state and federal laws and rules. Identifies all significant business impacts and coordinates with responsible party prior to solicitation. Assists in the evaluation of bids and proposals in the award of purchase orders and contracts, determining responsiveness and performing present value calculations on unlike payment streams. Coordinates negotiation team planning and fact findings for complex and controversial programs, and leads negotiation teams in establishing final contract terms and price. Participates in research projects for proposed new procurements. Partners with project manager(s) and respective vendor(s) post execution of agreements to resolve and ensure compliance with contract terms/funding. This position manages and/or approves contracts in excess of $35,000 per single transaction. This position has financial disclosure responsibility in accordance with Section 112.3145, F.S

 

Interfaces with project managers, lawyers, and management to provide consistent communication between responsible parties, and conducts research to ensure all activities are in compliance with all applicable rules, regulations, and purchasing/contract standards. Develops, recommends, and implements creative solutions to purchasing/contracting activities to ensure timely execution of purchase orders and contracts including any supplements, amendments, or change orders thereto.

 

Compiles reports such as cost savings initiatives, lists of active contracts, etc. for Central Office and/or the Governor's Office. Oversees the compliance of purchase requisitions and contracts in MyFloridaMarketPlace (MFMP). Ensures that all contract documents related to commodities and contractual services are uploaded in the Florida Accountability Contracts Tracking System (FACTS). Develops and proposes new Best Practices in commodities and contractual services business processes.

 

Conducts specific training sessions for project managers to enhance their understanding and application of any new statutes, rules, and procedures for new procurements. Trains project managers in preparation of necessary documents to support procurement of commodities and contractual services. Assists project managers in the resolution of contractor performance and contract compliance issues. Creates innovative solutions for resolution of compliance issues. Develops, coordinates, and issues default notices, terminations, and assignment agreements. Schedules and coordinates closeout audits following contract completions in compliance with established procedures. Participates in industry forums to present potential projects and related procurements.

 

Serves as the primary lead in the coordination and training of procurement staff for the new Procurement Development Application (PDA). Provides and trains staff with any updates to the PDA system.

 

Maintains purchase order/contract files in audit ready status. Collects, coordinates, and compiles data for performance reports. Assists in the preparation and review of joint participation agreements, and grant applications and agreements. Assists contractors, consultants, and concessionaires in obtaining information or resolving concerns applicable to existing contracts or potential work.

 

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of and skilled at coaching employees and supervisory techniques; Knowledge of and skilled at managing multiple projects; Knowledge of the competitive bidding process; Knowledge of the contractual services and/or Joint Participation close-out process; Knowledge of the principles, practices, and process of public purchasing and the state purchasing laws and rules; Knowledge of the Department’s procurement methods; Knowledge of problem-solving techniques; Ability to work effectively in an independent environment, serving on procurement project teams and working with other agencies and private businesses; Knowledge of the principles and techniques of effective communication both written and verbal; Skill in the use of computer applications such word processing, spreadsheets, email and the internet. Ability to prepare contractual documents; Ability to put specifications, conditions and regulations pertaining to bids, contracts and/or prices in writing; Ability to apply and implement rules, regulations, policies and procedures relating to the purchasing process; Ability to maintain purchasing records; Ability to organize and conduct meetings; Ability to negotiate; Ability to analyze and evaluate data related to transportation; Ability to prepare correspondence and reports; Ability to utilize problem-solving techniques; Ability to plan, organize and coordinate work assignments in order to ensure proper completion; Ability to establish and maintain effective working relationships with others.

 

REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: Florida Certified Contract Manager (FCCM) or must obtain within one year of employment.
