POSITION DESCRIPTION: Procures goods and services utilizing formal procurement methods. Assists cost center managers in the preparation and development of formal procurement documents. Reviews such documents for accuracy and completeness and compliance with Florida Statutes and Department policies. Maintains and updates formal procurements using the Vendor Bid System. Prepares procurement addenda as required, and conducts pre-bid conferences, bid openings, and post awards. Routes incoming and outgoing documents for Contractual Services. Logs documents, as needed.

 

Assists in the planning, scheduling and implementing of the Turnpike Enterprise’s contract program for road and bridge maintenance in compliance with Florida Statutes Chapter 337, Florida Administrative Code (FAC) rules 14- 22,14-25, and 14-78, and applicable Florida Department of Transportation (FDOT) procedures. Prepare advertisements, schedule lettings, assemble bid packages, track plan and proposal holder information, assist with bid openings, evaluate contractor bids and proposals for responsiveness, post intended awards and coordinate award and execution of contracts. Manage contract data using various Department database systems including AashtoWare, CPP, and CPP Online Ordering System, Bid Questions and Answers Enterprise System, coordinate updates to Turnpike Contracts Website.

 

Assists in preparing, processing, and maintaining contractual documents including agreements, supplemental amendments, and minor project authorizations, ensuring proper execution. For assigned contracts, coordinates evaluation teams, reviews and compiles evaluation data, and facilitates oral presentations, oral interview sessions, scope of service meetings, proposal review meetings, and scope clarification meetings.

 

Maintain contract files while keeping file documentation complete and accurate. Coordinate the timely and proper archiving of contract files. Properly maintains the unit’s offsite records storage inventory and information, including proper disposal of records. Assist with public records requests as needed.

 

Coordinate with appropriate staff to respond to bid questions. Prepare and issue appropriate addenda. Provide customer service to vendors pertaining to FDOT procurement process.

 

KNOWLEDGE, SKILLS AND ABILITIES: Ability to analyze bids and packages for cost effectiveness; Ability to prioritize work and to meet deadlines; Ability to maintain strict attention to detail; Ability to remain calm and effective under pressure; Ability to establish and maintain effective working relationships; Knowledge of the MFMP eProcurement system and ability to create requisitions, contracts, and perform searches in the MFMP system. Knowledge of Invitation to Bid (ITB), Request for Proposal (RFP), and the Invitation to Negotiate (ITN) processes; Ability to work independently, plan, organize and prioritize assignments; Skilled in reviewing documents for accuracy and completeness; Ability to communicate effectively orally and in writing; Skilled in the use of computer-based spreadsheets, and word processing applications. Ability to learn, interpret and apply laws, procedures, rules, guidelines and regulations related to procurement; Skilled in problem-solving techniques; Ability to research, analyze data and produce reports.
