This position will manage the Finance contracts and purchase orders, assist in developing, drafting and execution of new contracts, renewals, amendments, and procurement requests. Review contract invoice submittals for completeness, compliance with contract terms, and accuracy.

Your Specific Responsibilities
Manage the Finance contracts and purchase orders. Facilitate the end-to-end vendor onboarding process. Administer the contract’s and PO’s day-to-day activities, including coordinating, initiating, monitoring and managing all contract activity and communication and compliance requirements. Serve as the primary liaison between vendors and Department personnel. Plan, schedule and coordinate meetings with vendors as needed, but not less than annually.
Maintains organized contract files and supporting documentation. Establishes and maintains folder structures and filing protocols to ensure compliance with Department and State requirements. Ensures all materials are easily accessible and updated throughout the contract life cycle and in accordance with all required retention policies. Develop and maintain agreement and contract tracking tools and dashboards to monitor key metrics, such as expiration dates, financial obligations, and deliverables. Generate regular reports summarizing the status and compliance of agreements for leadership review.
Assists in developing, drafting and execution of new contracts, renewals, amendments, and procurement requests. Prepares scopes of services, method of compensation, payment schedules, and complete procurement deliverables in coordination with Finance staff. Ensures procurement documentation is routed through appropriate channels and complies with Department procedures and Florida Statutes.
Review contract invoice submittals for completeness, compliance with contract terms, and accuracy. Rectify errors and discrepancies noted during review with the vendor. Ensure all required supporting documentation is included and that invoices align with contract terms, payment milestones, and Department standards. Prepare and submit invoice packages for approval and route them through appropriate systems, including MyFloridaMarketPlace (MFMP), Ariba on Demand (AOD) and SharePoint, for timely and accurate processing. Ensure that all documentation is audit-ready and maintained in accordance with retention requirements.
Encumber funds and verify the availability of appropriate annual budgets, including seeking proper internal approvals. Track spending and encumbrances against approved budgets. Monitors remaining balances and prepares monthly expenditure reports to support internal financial oversight. Coordinate with the other team leads to maintain current budget status and identify potential funding issues. Supports the development of annual budget requests and assists in the preparation of the Department's five-year financial planning documents.
Prepare task work orders. Coordinate with staff and contractors to ensure timely execution, proper alignment with contract funding, and adherence to schedules. Tracks execution status and maintains associated approvals and documentation.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
- basic accounting and auditing principles, theory, and concepts including Generally Accepted Accounting Principles (GAAP)
- various procurement methods and vendor invoice processing accounting systems
Skills in:
- Microsoft Office, including Word and Excel
- conducting financial and statistical management analysis in the preparation of management reports
- word processing, spreadsheet, and database applications
Ability to:
- obtain Florida Certified Contract Manager (FCCM) within six months of start of employment
- track schedules
- communicate effectively, both verbally and in writing
- determine work priorities, administer and manage multiple tasks, and meet deadlines
- develop and maintain effective working relationships

- collect, compile, and interpret accounting data from sizeable databases
- learn and administer procurement methods in accordance with the Florida Statutes and Administrative Code

- Obtain Florida’s Certified Contract Manager (FCCM) within 6(six) months of hiring day in accordance with subsection 287.057 (15), Florida Statutes.
