Contract Manager/Office of Toll Operations  

 

This position will assist in drafting and reviewing contract templates, ensuring accuracy in terms, conditions, and legal language to avoid common errors and ambiguities while providing support in processing contract renewals, terminations, and amendments.

Annual Salary Range:

$56,439.46 - $70,000.06 

 

Your Specific Responsibilities:

Assist in drafting and reviewing contract templates, ensuring accuracy in terms, conditions, and legal language to avoid common errors and ambiguities. Provide support in processing contract renewals, terminations, and amendments. Address and resolve any issues or conflicts that arise during the contract. Ensure all computer-related data entry aspects of contracts are entered accurately. Respond to Five-Year Certified Forward Report, 24 Month Non-Activity Report, Expired Encumbrance Report, and the Outstanding Encumbrance Report. Monitor contract funds and coordinate encumbrance requests with appropriate stakeholders. This requires driving to multiple sites as needed.

 

Ensure all contracts adhere to relevant laws, rules, and regulations. Oversee contract execution and evaluate performance. Track key milestones, deliverables, and obligations to ensure compliance. Conduct basic risk assessments on contracts, identify non-compliance or disputes, and escalate them to senior managers. Prepare and maintain reports on contract status against key metrics

 

Maintain organized, up-to-date records of all contracts for easy access and retrieval by stakeholders. Maintain accurate and detailed records of compliance activities, decisions, and communications.

 

Review and approve consultant invoice. Develop and manage contract budget, including forecasting and resource allocation.

 

Build and maintain relationships with consultants and internal departments through regular communication to support smooth contract execution. Collaborate with cross-functional teams such as legal, finance, and operations to gather input and ensure contracts align with organizational goals. Organize and conduct meetings with consultants and project management staff to ensure the successful execution of contracts

 

Support the negotiation process by reviewing cost proposals and audit packages, preparing documentation, researching terms, and communicating with internal or external stakeholders to clarify requirements. Attend and facilitate negotiation meetings. This requires driving to multiple sites as needed.

 

Perform data entry and analysis on contract workflows, such as tracking timelines and identifying bottlenecks, to improve efficiency. Provide training and guidance to the Consultant and Contractor on compliance-related matters.

 

Supports the Emergency Operations Center in times of activation.

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

 

Knowledge of:

  • laws, rules, procedures, and practices governing the procurement of contractual services and commodities
  • contract negotiation and techniques

 

Skills in:

  • using computer-based spreadsheets, internet, databases, and word processing applications
  • reviewing documents for accuracy and completeness
  • problem-solving techniques

 

Ability to:

  • to plan, develop, and coordinate the procurement of complex projects for contractual services and/or commodities
  • communicate effectively and appropriately both verbally and in writing
  • work independently, plan, organize, and prioritize assignments
  • establish and maintain effective working relationships
  • provide contract maintenance and review contracts for the validity of requested supplements, amendments, time extensions, change orders, and/or renewals, and follow through with appropriate action
