POSITION SUMMARY:

This position is in the Orlando Regional Operation Center and reports to Special Agent Supervisor. This position conducts detailed research and analysis of confidential intelligence and investigative information relating to law enforcement operations and programs and/or performing as lead analyst on specialized complex analytical projects or criminal investigations. As an essential member, respond to critical incidents or disasters, both natural and man-made, to perform duties consistent with the National Incident Management System (NIMS) and Incident Command System (ICS) protocols such as serving as a section lead as required for Operations, Planning, and Logistics in disaster situations and Lead Tracking or Lead analytical support in significant investigative needs such as CART. Perform investigative/intelligence analytical functions for any critical incident response when needed. May be required to be on-call for a given time period and work nights, weekends and/or holidays as part of an on-call response.  May be required to works nights, weekends, and/or holidays as part of, or in response to, a critical incident or disaster.

 

DUTIES & RESPONSIBILITIES:

Specific duties include:

  • Preparing analytical reports, summaries, assessments, and conclusions based on experience concerning investigations or intelligence collection efforts;
  • Presenting analytical findings via charts, graphics, written documents, and oral briefings. Generating and testing hypotheses and conclusions based on collected data and analytical and professional judgment;
  • Providing support to criminal investigations by researching the sophisticated or complex persons, organizations, businesses involved in criminal activity to determine the structure and scope of operations;
  • Reviewing, evaluating, and analyzing current intelligence data, current events, periodicals and publications related to criminals, their activity and to crime trends and impact of specific crime within the operations center area;
  • Testifying before grand juries and criminal trials on information developed during investigations and criminal cases when required to do so; and
  • Applying legal issues surrounding the analytic process including privacy, confidentiality, civil rights, and civil liberties protections within the intelligence cycle and products, such as application of the 28 CFR Part 23 regulation and the handling of personally identifiable information (PII). Reviews products for potential privacy, confidentiality, civil rights, and civil liberties-related concerns.

 

To be considered as a potential candidate, you must meet the minimum qualifications(s) listed below. Degrees must be from an accredited college or university as recognized by the U.S. Department of Education.

 

MINIMUM QUALIFICATIONS:

  • Four years of experience*

Crime Intelligence Analyst 2

  • Five years of experience*

Crime Intelligence Analyst 3

  • Seven years of analytical experience**

Crime Intelligence Analyst 4

  • Nine years of analytical experience**

 

 

Applicable to all levels:

  • *Experience in criminal intelligence, military intelligence, national or homeland security intelligence, crime analysis, or in a law enforcement agency. 
  • **Analytical experience in criminal intelligence, military intelligence, national or homeland security intelligence, crime analysis, or investigative experience in a law enforcement agency.
  • A bachelor's degree from an accredited college or university can substitute for four years of experience.
  • A master’s degree in criminology, law enforcement intelligence analysis, national or homeland security intelligence, crime analysis or comparable discipline; or a professional certificate in one of these disciplines can substitute for one year of experience.
  • Completion of a 720-hour program of study from a vocational/technical school or accredited community college in law enforcement can substitute for one year of the required experience.
  • There may be any combination of education or experience, as described above.

 

 Note: 30 semester hours, or equivalent, of coursework from an accredited college or university is equivalent to one year of experience.

 

KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledge of information systems including usage as well as policies and procedures;
  • Ability to effectively utilize common computer software such as Microsoft Office products;
  • Ability to conduct thorough analytical assessments on assigned topics;
  • Ability to train individuals in an one-on-one or group setting;
  • Ability to use problem solving techniques;
  • Knowledge of report writing techniques;
  • Ability to plan, organize and coordinate work assignments;
  • Ability to analyze, interpret and summarize criminal intelligence data and to determine the significance, completeness and usefulness of the data
  • Ability to communicate effectively verbally and in writing; and
  • Ability to establish and maintain effective working relationships with others;

NOTES:

SPECIAL NOTES:

  • Preference will be given to candidates demonstrating strong skills in critical thinking; analytical research and interpretation; developing and delivering presentations and training to internal FDLE members, as well as, other law enforcement agencies throughout Florida.  Applicants should possess excellent multi-tasking skills.
  • As a member of a law enforcement agency, during any critical incident or disaster (both natural and man-made), these positions may be designated as an essential service position for a given period. During this time, you may be required to work after normal business hours, during office closures, or during weekends and/or holidays when needed.
  • This Crime Intelligence Analyst position is included in the Florida Department of Law Enforcement Crime Intelligence Analyst Progression Plan. The plan provides professional development training and advancement opportunities to enhance FDLE’s investigative strategy and promote development within the crime analysis field.
