Position Overview and Responsibilities:

 

This is a supervisory position reporting to the Program Administrator of the Permitting Program. This position is responsible for managing a multi-disciplined permitting and waste clean-up team. 

Staff Development

  • Measures performance, conducts performance evaluations, provides feedback, support good work efforts, and takes necessary actions to correct poor performance issues.
  • Develops staff technical expertise in the regulated industry.
  • Identify, develop, and mentor staff for leadership opportunities.
  • Responsible for time and attendance of subordinates.

 

Permitting

  • Responsible for coordination of permitting activities for multiple regulatory areas (Air, Water, Waste) aimed at assisting the regulated community with understanding and complying with applicable state and federal regulations.
  • Reviews staff permitting work product for consistency with Department rules, regulations, and guidance memorandums.
  • Ensures the quality and timely issuance of all permits.
  • Coordinates with the Compliance Assurance Program to ensure that permits address necessary corrective action when appropriate.
  • Oversees distribution of permitting, monitoring and cleanup workload to staff.
  • Develop, implement, track, and/or assist leadership with District goals and objectives and ensures targets are met or exceeded.
  • Provides efforts to promote outreach to educate the public.
  • Provides technical and permitting assistance to external customers.  Encourages pre-application meetings to assist with timely permit processing.

 

Waste Cleanup

  • Manages waste cleanup activities, including the reviews of technical hydrogeological and engineering evaluations of groundwater monitoring plans, reports, groundwater data and contamination sites are performed.

 

Continuous Improvement

  • Assists leadership with consistent reviews of all permitting processes and implements efficiencies through the use of continuous improvement strategies.
  • Assists leadership with streamlining permitting operations and identifies opportunities for greater efficiency and cost savings.

 

Training

  • Participates, develops, and/or leads cross-training activities. This includes, but is not limited to, safety events, job shadowing, on the job training, and team building initiatives as directed by management.
  • Is a self-advocate for training and partners with appropriate district staff to learn about multiple DEP program areas.

 

  • Ensure that the District’s Safety Committee procedures to eliminate safety hazards are implemented and to improve safety awareness among program staff.

 

Attends or ensures attendance at applicable and/or required trainings, workshops, teleconferences, meetings, and seminars.

Provides technical assistance and guidance to the general public, consultants, governmental agencies, and key stakeholders regarding state and federal requirements regardless of media type.

Performs other duties as assigned.

Supports Organizational Efficiency:

Ability to plan, organize and coordinate work assignments for staff.

Ability to prepare and implement a multi-discipline training plan for subordinates.

Skilled in managing and critically evaluating data, and in preparing program metrics reports to assess and meet required Levels of Service.

 

 

Minimum Qualifications:

  • Valid Driver’s License
  • Travel is required, some overnight.
  • At least 4 years of verifiable related experience. Post-secondary degrees from an accredited college or university may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
  • The incumbent of this position, in accordance with sections 110.1127 and 435.04, Florida Statutes and DEP Directive 422, Background Investigations, is required to successfully complete a background and fingerprint check.

Position of Special Trust Requirement:

This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.
