Family Navigator Program Administrator

What you will do:

As the Family Navigator Program Administrator, you will provide clinical supervision and operational oversight to a team of Navigators, participate in the development and ongoing implementation of a new program, and build relationships within and between our child welfare and behavioral health systems. The Family Navigation program is at the center of our efforts to integrate these systems and enhance family well-being for our highest risk families, and as Program Administrator you will play a critical role in ensuring our success.


How you will make an impact:

  • Provide visioning, supervision and support for the Family Navigation program as it is implemented and expands through the Region.
  • Assist in development and standardization of statewide program protocol, monitor operationalized elements for fidelity and effectiveness, assess and recommend adjustments as needed.
  • Guide and assist Navigators as they identify service needs, coordinate service intervention, and collaborate with system of care partners and leadership across the system of care.
  • Ensure that families are receiving trauma-competent engagement and support geared toward improving their well-being and promoting long term safety and independence
  • Develop, strengthen and maintain working relationships with leadership of other Department programs, Community Based Care Lead Agencies, behavioral health service providers and other stakeholders in the community.
  • Work with other Department leadership and programs to integrate the services of the Office of Child and Family Well-Being, the Office of Quality Assurance, Substance Abuse and Mental Health, and Economic Self-Sufficiency; ensure inter-agency collaboration with stakeholders within and adjacent to the child welfare system.
  • Monitor the field for advancements in best practice, incorporate evidence-based interventions into program delivery, promote ongoing growth and learning among program staff.
  • Coordinate and conduct reviews of all Incident Reports and client complaints; ensure required reporting to Headquarters Administration. 



  • 5+ years’ experience in Child Welfare or Behavioral Health field (or both collectively).
  • Master’s Degree in behavioral health, social work, or related field
  • 3+ years’ management experience.


Preferred Qualifications

  • Licensed clinician (LCSW, LMHC, LMFT) or similar licensure
  • Current or past certification as a Child Welfare Professional

  • Ability to use logic and analysis to identify the strengths, shortcomings and effectiveness of various interventions
  • Ability to build and maintain effective working relationships with staff at all levels and across programs and agencies
  • Ability to motivate and direct people as they work
  • Knowledge of information gathering, knowing how to find information, and identifying essential information. 
  • Problem Identification: Identifying the nature of problems.
  • Systems Evaluation: Looking at many indicators of system performance Knowledge of principles and processes involved in business and organizational planning, coordination, and execution.
  • Knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules, and the democratic political process.
  • Knowledge of policies and practices involved in personnel/human resource functions
  • Knowledge of media production, communication, and dissemination techniques and methods including alternative ways to inform and entertain via written, oral, and visual media
  • Knowledge of economic and accounting principles and practices, the financial markets, banking, and the analysis and reporting of financial data. 
  • Knowledge of human behavior and performance, mental processes, psychological research methods, and the assessment and treatment of behavioral and affective disorders.
