The Work You Will Do:
The Government Analyst I is responsible for support to the Administrative Section/Board Support of the Division of Real Estate and as such provides assistance to the Government Analyst II who provide services for the Florida Real Estate Appraisal Board (FREAB), the Division of Real Estate (DRE), and the Department. The incumbent is responsible for managing confidential documents. The incumbent must be capable of independently performing a variety of highly responsible functions, subject to review by the Executive Director, Division Deputy Director, and Division Director.
The incumbent is responsible for preparing and reviewing Appraisal Experience Audits for USPAP compliance of applicants seeking certification for licensure. The incumbent is responsible for inporting materials into the OnBase System and ensure all appraisal experience audit material, Florida Real Estate Appraisal Board (FREAB) correspondence, and general appraisal correspondence are processed as prescribed by Florida Statutes, Rules, and Policy Guidelines. 

 

Your Specific Responsibilities:
The incumbent is responsible for reviewing the National Registry data received from the Appraisal Board Subcommittee (ASC); updating the disciplinary information in the National Registry within the time mandated by ASC Policy Statement 3-D; updating records of FREAB Final Order discipline and compliance in Versa; and compiling and updating the Final Order Report for posting on the DRE webpage. 
The incumbent is responsible for conducting research on appraisal application with identified deficiencies obtained from OnBase and Versa, developing a timeline of findings, and preparing a recommended solution for the Board Executive Director’s review. 

  • The incumbent is responsible for analyzing and processing general incoming appraisal email, mail, and faxes, providing customer service by responding timely to inquiries from emails, telephone calls, and walk-in visitors.  The incumbent is responsible for assisting with public records requests, which includes, but is not limited to, monitoring the requests, conducting research, retrieving documents from OnBase, Versa, and other related systems; reviewing the file and redacting confidential information in accordance with statutory requirements. 
  • The incumbent is responsible for preparing agenda related materials for the FREAB meetings with the use of OnBase, Versa, ShareFile, and other related systems. The incumbent is responsible for preparing and managing technology equipment and systems used during the FREAB Probable Cause and General Meetings, and for providing support as needed. 
    The incumbent is responsible for assisting the Executive Director and Government Analyst II with various tasks, special projects, and perform other related duties as requested.

 

Knowledge, Skills, and Abilities:
•    Ability to work independently, handle multiple duties and prioritize, plan, organize and coordinate work assignments. Knowledge of board functions and licensure procedures. Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the imporovement of management practices. Ability to organize data into logical format for presentation in reports, documents and other written materials. Ability to communicate effectively, both public speaking and written communication.
•    Basic knowledge of Windows, Outlook, Excel, OnBase, Versa Regulation, and other related Division systems.
•    Basic knowledge of Chapters 455, 475, 120, Florida Statutes, Florida Administrative Code 61J1, and Uniform Standards of Professional Appraisal Practice (USPAP).
•    Basic knowledge of Chapter 119, Florida Statutes, relating to public record requests.  
•    Ability to handle difficult individuals over the phone. 
•    Ability to work with minimum supervision and to work in concert with peers.    
•    Ability to deal effectively with people. 
•    Ability to plan, organize and coordinate work assignments. 
•    Ability to communicate effectively.

 

Minimum Requirements: 
•    Previously demonstrated professional work experience of one (1) year with program planning, program research, evaluation and / or administrative work.
•    Preference will be given to those candidates with a demonstrated year of experience in relaying and communicating information to the public verbally, and knowledge of board functions and license procedures.
•    Preference will be given to those candidates with a demonstrated year of experience in research, communication policy, procedure, statutes, and rules.

 

Additional Qualifications:
•    Knowledge of and ability to apply Chapters 475, 455 and 120, Florida Statutes, Florida Administrative Code 61J1, and Uniform Standards of Professional Appraisal Practice appropriately.
•    Experience communicating and serving as a liaison with state, local government agencies, and other organizations regarding customer services.

 

Preferred Qualification:
Preference may be given to those having Division of Real Estate, real estate, or investigative experience, board experience, and knowledge of the federal structure of appraisal regulation.
