GOVERNMENT ANALYST II

OPEN COMPETITIVE
Your Specific Responsibilities:
- Coordinate activities relating to the administration of loan programs.
- Activities include developing program guidelines, contracts, monitoring contract deadlines and receipt of deliverables, preparing quarterly reports and collecting products, providing technical assistance to contract recipients in completing contract tasks and processing grant payments.
- Develop and process new Grant Agreements, Requests for Proposals, and Invitations to Negotiate associated with programs.
- Process payment requests for agreements.
- Maintain good working relationships and keep in close coordination with program managers from partnering agencies.
- Track deliverables and budgets.
- Manage agreement budgets and deliverable schedules including drafting and processing any amendments or extension requests needed.
- Process invoices for all contracts and sub-contracts.
- Develop outreach and marketing plans for programs.
- Perform a study on methods and best practices to increase availability of and access to credit in Florida.
- Coordinate reviews and audits with the Florida Office of Program Policy Analysis and Government Accountability and the Florida Office of Economic and Demographic Research.
- Coordinate the development of business analyses, reports and presentations to facilitate making important business decisions.
Required Knowledge, Skills, and Abilities:
- Strong analytical and quantitative skills
- Excellent organizational skills and the ability to attend to details and meet deadlines.
- Experience in managing state agreements and contracts and the state procurement process
- Experience in the administration and monitoring of State agreements and contracts
- Knowledge of and experience in State purchasing procedures
- Experience in the use of My Florida Marketplace
- Ability to conduct research and provide reports and analyses as required
- Ability to work independently and multi-task
- Proficient in Excel, Word, Outlook and PowerPoint
- Excellent written and verbal communication skills
Able to demonstrate flexibility in response to change, and adapt to, and accommodate new methods and procedures.
Qualifications:
As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.
Minimum:
- Must complete the Florida Certified Contract Manager Training within 12 months of appointment.
- The selected candidate may be required to work weekends or after regular work hours at job fairs, or community meetings once or twice a month.
- The selected candidate may be able to work up to 25 percent of their schedule from home.
- Duties and responsibilities of this position must be performed at the official work site of the Department.
- Travel may be required to travel.
Preferred:
A bachelor’s degree or 2 years of experience with loan management or 1 year of experience in the banking industry.
Experience working in a state agency also preferred.
Pay:
$55,000 – $65,000.00 Annually

The role of the Government Analyst II will perform contract and grant management for assigned contracts including, but not limited to Chapter 288, Florida Statutes.
