JOB DUTIES AND RESPONSIBILITIES:
The position based at the Lake Ellenor (Women, Infants, and Children) WIC office plays a vital role in supporting the WIC Program’s operations, with a primary focus on managing perpetual inventories of special formulas and nutritional products. This responsibility is carried out in strict alignment with state WIC policies and procedures, specifically outlined in DHM 150-24. This position spends majority of the time engaged in maintaining perpetual inventories for WIC Program special formulas/WIC nutritional’s according to state WIC program policies and procedures. This includes notifying designated personnel of incoming orders, processing formula transfers using the FL-WiSE system, and forwarding documentation within required timeframes. The employee also oversees the return or destruction of expired or unused formulas, coordinates deliveries to other local agencies, and prepares bulk shipments by packing, labeling, and organizing transportation. Monthly, the employee receives inventory reports from each WIC site and compiles a master inventory for the local agency. All inventory is reconciled by the 15th of each month, ensuring accuracy and compliance with DHM 150-24. Documentation of disbursements is maintained meticulously, and the employee is responsible for distributing formulas to WIC sites. Beyond inventory duties, the position participates in local, state, and federal audits, management reviews, and annual self-monitoring assessments. Quality improvement site reviews are conducted using FL-WiSE to verify eligibility records, inventory security, and compliance with program procedures. The employee develops spreadsheets, databases, and other tracking tools to monitor operations and meet mandatory requirements. In addition to inventory management, the role serves as backup support for the WIC vendor manager, assisting with electronic benefits (EBT) card inventories, conducting quality assurance site reviews, and supporting voter registration efforts within the program. Reporting responsibilities include producing quarterly reports upon request. The employee also communicates with the State WIC office to ensure timely payment of invoices and assists with documentation to maintain compliance with Section 215.422 of the Florida Statutes and Chapter 3A-24 of the Florida Administrative Code. Travel may be required; In the absence of a county vehicle, employees are responsible for securing reliable transportation to fulfill their duties effectively during the workday. Administrative tasks are completed in accordance with agency and division guidelines, including submitting EARS reports, travel forms, timesheets, and assignments. Daily email communication is expected, and interactions with vendors, the public, and staff are conducted with courtesy and professionalism. The employee attends staff meetings, trainings, and other required gatherings, and fulfills additional duties as assigned by the supervisor. Performs other related duties as required. |
KNOWLEDGE, SKILLS AND ABILITIES, INCLUDING UTILIZATION OF EQUIPMENT, REQUIRED FOR THE POSITION:
This position requires strong organizational skills and attention to detail to manage perpetual inventories of WIC special formulas and nutritional products. Strong analytical and organizational skills to support program oversight and compliance. The employee must be proficient in using the FL-WiSE system to conduct quality improvement site reviews to ensure accurate eligibility records and secure inventory practices. Proficiency in developing spreadsheets and databases is essential for tracking operations and meeting reporting requirements. Effective written and oral communication. Strong administrative and communication skills to manage reporting and financial documentation. The employee prepares quarterly reports, bi-weekly time and service logs, and travel reimbursement requests in line with departmental procedures. Ability to understand WIC policies and procedures. Ability to utilize problem-solving techniques. Ability to work independently. Knowledge of DOH ordering and purchasing policy and procedures.

MINIMUM QUALIFICATIONS:
1-3 years of verifiable customer service experience.
Must have a current valid Florida Driver's License, if not will be required to get a Florida Driver's License with 30 days of hire.
Requires the incumbent to travel to other WIC locations throughout Orange County. In the absence of a county vehicle you must have access to a personal vehicle or reliable transportation.
Willing to work before, during, and/or beyond normal work hours or days in the event of an emergency. This may include working in a special needs or Red Cross shelter, or performing other emergency duties including, but not limited to, responses to ot threats involving any disaster or threat of disaster, man-made or natural. Emergency duties may also inculde in-state and/or out-of-state deployment.
Must have verifiable inventory experience.
Two years of verifiable WIC experience.
