JOB DUTIES AND RESPONSIBILITIES:

This is a professional position within the Violence and Injury Prevention Section responsible for coordinating assigned prevention initiatives under the Community Health Improvement Plan (CHIP), Florida Healthy Babies Initiative, Every Child a Swimmer Program, and related grant-funded work plans. The Special Projects Coordinator applies structured project management methodologies to coordinate planning, implementation, stakeholder engagement, data management, and evaluation activities across multiple public health community health initiatives. Assigned initiatives include, but are not limited to, Florida Healthy Babies (Infant Mortality, Well Woman Care, and Broad Social/Economic/Cultural/Environmental Factors), Every Child a Swimmer, Safe Sitter Training Program, Swimming Lesson Voucher Program, maternal substance use education, opioid overdose prevention, motor vehicle safety, brain injury prevention, healthy aging, and other community safety initiatives. The incumbent independently coordinates project timelines, maintains program-level datasets, develops performance dashboards, and ensures alignment with grant requirements, social determinants of health priorities, and departmental strategic objectives.

Coordinate the full project lifecycle for assigned initiatives including Florida Healthy Babies (Infant Mortality and Well Woman Care), Every Child a Swimmer, Safe Sitter, and the Swimming Lesson Voucher Program. Develop project charters, define scope, establish measurable objectives, create timelines and milestones, identify risks, and maintain structured work plans. Perform administrative tasks associated with event coordination including obtaining event quotes, processing invoicing, drafting letters, routing agreements, and maintaining stakeholder correspondence. Develop and maintain marketing and outreach schedules in collaboration with the Department of Health Public Information Officer. Prepare post-event communications and document outcomes. Identify and pursue opportunities for third-party events and partnership engagement. Develop and execute outreach action plans outlining goals, objectives, timelines, and partnership strategies. Prepare and submit structured monthly grant activity reports. Apply formal project management methodologies (PMI-aligned practices, Agile/Scrum principles where appropriate) to ensure consistency and measurable progress across initiatives. Collaborate with healthcare professionals, community organizations, and stakeholders to develop and maintain partnerships and referral networks for chronic disease management. Coordinate with healthcare providers to ensure seamless care transitions, appropriate follow-up, and access to necessary healthcare services for individuals with chronic diseases.

Develop and maintain program-level datasets for initiatives including Florida Healthy Babies outreach activities, Safe Sleep campaigns, Swimming Lesson Voucher distribution, Every Child a Swimmer, Safe Sitter trainings, and injury prevention programs. Design data collection tools and tracking systems. Maintain and update project dashboards on a routine basis to monitor deliverables, outreach metrics, partnership engagement, and grant indicators. Conduct routine statistical analyses including frequencies, rate calculations, trend analyses, and pre/post comparisons using statistical software such as SAS, R, or comparable analytic platforms. Ensure data accuracy and integrity. Generate performance reports and dashboards aligned with CHIP metrics and grant performance measures as outlined in workplans. Translate data findings into actionable evidence-based recommendations for program improvement and strategic alignment.

Provide education and support to individuals with chronic diseases, their families, and caregivers, including self-management techniques, lifestyle modifications, and available resources. Develop and deliver educational materials, workshops, and training sessions to increase awareness and understanding of chronic diseases within the community. Facilitate support groups and community forums to foster peer support and provide a platform for individuals with chronic diseases to share their experiences and challenges. Coordinates and orchestrates the Minority Health Month awareness activities.

Coordinate implementation of prevention programming including Safe Sleep outreach under Florida Healthy Babies, drowning prevention through Every Child a Swimmer, youth safety education through Safe Sitter, maternal substance use education under Well Woman Care, opioid overdose prevention education, and general injury prevention initiatives. Coordinate logistics for outreach events, trainings, coalition meetings, and community engagement activities. Ensure programming reflects evidence-based practices and aligns with identified social determinants of health priorities. Participate in community meetings, health fairs, and coalition activities to build relationships and strengthen cross-sector collaboration.

Coordinate engagement with the Infant Mortality Task Force, Safe Kids Orange County Coalition, Health Equity partners, participant advisory groups, hospitals, schools, and community-based organizations. Support development and maintenance of collaborative agreements and collective impact efforts. Consult with internal departments, committees, and external partners to facilitate implementation and resolve barriers to service delivery.

Create action plans based on research and program data to guide implementation activities aligned with CHIP and grant funded goals. Identify, cultivate, and manage relationships with key stakeholders and community leaders to increase awareness and support for prevention initiatives. Develop strategies to expand partnerships and connect pregnant and parenting women, youth, and families to services addressing social determinants of health including housing stability, food security, access to care, behavioral health services, transportation, and safety.

KNOWLEDGE, SKILLS AND ABILITIES, INCLUDING UTILIZATION OF EQUIPMENT, REQUIRED FOR THE POSITION

Knowledge of: structured project management principles, including scope definition, timeline development, risk management, and performance monitoring frameworks. Knowledge of: core public health principles as defined by the Council on Education for Public Health (CEPH). Knowledge of:  the principles and techniques of effective communication; principles and practices of health education; methods of data collection and basic analysis for incidence, prevalence, frequency, rates. Knowledge of program planning, implementation, and evaluation processes.

Understanding of strategic planning and action plan development. Basic computer and keyboarding skills. Knowledge of WINDOWS, MS OUTLOOK, Internet Explorer, and Excel.

MINIMUM QUALIFICATIONS:

Requires current authorization to work in the United States without employer sponsorship. The Department of Health is unable to provide employment visa sponsorship.

3 years of verifiable professional experience in the public health field (chronic disease, infectious disease, behavioral health, health education or related fields), epidemiology, community health or a similar role.

1 year of verifiable professional experience in developing and executing structured project management (PMP, PMI, SCRUM etc) for public health programs (analysis plans, implementation plans, outreach plans, project charters, Sprints).

1 year of verifiable professional experience in identifying, describing and summarizing health patterns and trends by performing data analysis (incidence, prevalence, frequency, association) to develop public health interventions, programs, activities, and events.  

1 year of verifiable professional experience in identifying, cultivating, and managing relationships with key partners, community leaders, organizations, and key stakeholders.

1 year of verifiable professional experience in planning, organizing, coordinating, and conducting community meetings.

1 year of verifiable professional experience in collecting, compiling, and analyzing information and data using SAS, R, SPSS, or other analytical software to produce summaries and written reports.

Requires the incumbent to conduct outreach in the field at various locations throughout Orange County.  

A valid FL driver’s license or state identification card OR a valid driver’s license from another state (you will be required to get a FL driver license within 30 days of hire).

This position requires daily in-office or field work. 

This is a grant funded position and may require occasional travel out of county and/or state.
