JOB DUTIES AND RESPONSIBILITIES:

This is an independent professional management position in the Division of Community Health Promotions. Under the direction of the Director of Community Health Promotions Division this position will serve as the bureau chief of Chronic Disease and Prevention. This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. This position is also responsible for managing the development, implementation, and evaluation of health promotion programs for chronic diseases. Manages overall health education and outreach activities for chronic disease prevention programs (i.e., Breast and Cervical Cancer Early Detection Program (FBCCEDP), Chronic Disease, Health Equity (HE), Florida Asthma Program, and Healthy Communities (HC). Implements cost-effective, evidence-based, data-driven health promotion programs based on relevant, measurable, practical health and behavior outcomes for chronic disease prevention.

 

Provides day-to-day management and administrative oversight of comprehensive local and regional programs by formulating and implementing current and long-range plans, polices, procedures, regulations, and budget establishment. Supervises, coordinates, directs, and evaluates the performance of direct reports. Responsibilities include interviewing, hiring, and orienting employees; provide ongoing educational opportunities; planning, assigning, and directing work; appraising performance; disciplining employees; scheduling; addressing complaints and resolving problems. Supervises direct reports including motivating, training, providing guidance, and direction. Ensures all staff complete required training and are offered additional training as applicable.

 

Directs activities in the areas of health promotion for chronic disease prevention through a lens of health equity that ensures the

needs of vulnerable populations are considered. Provides evidence-based research to support program planning, development, and evaluation for chronic disease prevention. Develops program objectives and allocates resources to address identified needs. Assists in grant management including writing reports, preparing action plans, quarterly reports, work plans, preparing statistical and narrative reports, budget development and monitoring, and attending grant meetings. Coordinates health promotion and public health education programs and activities with other agencies, civic, and professional groups. Evaluates health promotion activities and outreach for chronic diseases to determine the efficiency and effectiveness of the services and initiates quality improvement processes when necessary. Assists in assessing community health needs for chronic disease prevention. Collaborates with a wide range of partners to improve the health of the community. Facilitates activities in alignment with public health accreditation standards and measures. Advocates for health promotion and public health education through participation in workshops or on planning boards, health care projects, advisory council, and professional civic organizations. Represents the Health Department on varies committees and coalitions.

 

Provides data collection methodology and data analysis support to program staff, and community organizations. Ensures that Public Health Promotion and Education Program activities are documented, and reports submitted in required timeframe, including employee activity reports, and timesheets. Prepares monthly, quarterly, and annual plans and reports for program activities. Develops annual budget and monitors expenditures in alignment with submitted proposed budget plans, and grant administration. Coordinates ordering and storage of supplies and equipment for the program.

    

Other public health duties as required including Special Needs Shelter duties and Disaster Preparedness response which may require working beyond normal scheduled hours in the event of emergency, natural disaster, outbreaks, or bioterrorism.

KNOWLEDGE, SKILLS AND ABILITIES, INCLUDING UTILIZATION OF EQUIPMENT, REQUIRED FOR THE POSITION

Knowledge of: Proficiency in guiding teams and stakeholders through organizational changes, managing resistance, and facilitating smooth transitions.; financial principles, including budget development, cost estimation, and financial tracking to ensure projects stay within budget; strong analytical and critical thinking skills to identify and address complex problems, make sound decisions, and implement effective solutions.

Knowledge of:  basic computer and keyboarding skill and Skilled in WINDOWS, MS OUTLOOK, Internet Explorer, and Excel.

Skill in: Proficiency in project management methodologies, including planning, budgeting, scheduling, risk management, and resource allocation; to inspire and motivate teams, set clear expectations, and provide guidance to achieve project success; strong verbal and written communication skills to effectively collaborate with stakeholders, present information, and facilitate discussions.

Qualifications:

  • A current Florida Department of Health employee
  • A bachelor’s degree from an accredited college or university in public health, health promotion or community health education or a related field.
  • Two years of verifiable professional supervisory or management experience.
  • Two years of verifiable professional chronic disease and prevention experience.
  • Two years of verifiable professional experience in planning, implementing, conducting, and executing population health promotion activities, presentations and events related to chronic disease and prevention.
  • One year of verifiable professional experience in collecting, compiling, and analyzing information and data and producing written reports.
  • One year of verifiable professional experience in developing and managing relationships with key partners, community leaders, organizations, and key stakeholders.
  • A valid FL driver’s license or state identification card OR a valid driver’s license from another state (you will be required to get a FL driver license within 30 days of hire).
  • Willing to work before, during, and/or beyond normal work hours or days in the event of an emergency. This may include working in a special needs or Red Cross shelter, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural. Emergency duties may also include in-state and/or out-of-state deployment.
