Your Specific Responsibilities:

 

This position is responsible for supervising, planning, directing and coordinating all activities conducted within the Field Operations Section, Central Region within the Bureau of Child Care Food Programs.  The incumbent in this position will be required to complete a certification twice a year stating that all time worked has been for the Child Care Food Programs.  Responsibilities and duties require the incumbent to exercise a high level of independent and professional judgement.  The incumbent complies with and monitors compliance (when applicable) of mandatory requirements in Section 215.422, FS, and Chapter 3A-24, FAC.

 

Works with the Section Manager to plan, direct and coordinate the development and implementation of the Annual Monitoring Plan for the Central Region.  Review, approve and issue Compliance Review reports.  Confer with contractors in the Central Region regarding findings and proposed adjustments.  Log, track, analyze and review deficiencies.  Initiates and executes correspondence to the appropriate contractor officials for all assigned compliance reviews.

 

Provides technical assistance and training to the Central Region reviewers and other staff as needed.

 

This position spends more than 50% of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

 

Assists with the review, logging and tracking of all DOH and Sponsor issued Serious Deficiencies from the Central Region by ensuring that all required forms and supporting documentation is provided to the Section Manager in a timely manner.  Initiates and executes appropriate correspondence to the contractor officials regarding all DOH issued serious deficiencies in the Central Region.  Coordinates with the Office of the General Counsel by ensuring the availability of the reviewer for any hearings and appeals.

 

Assists in developing and maintaining contractor review procedural manuals, contractor review documentation standards, serious deficiencies procedural manuals and documentation standards and annual monitoring schedules.  Writes reports, correspondence and other materials as required. Acts as records custodian and Bureau point of contact for special investigations conducted in relation to Child Care Food Program contractors in the South Region.

 

Performs other related duties as assigned.

 

Required Knowledge, Skills, and Abilities:

 

In addition to the KSA's listed in the occupational profile for a Management Review Specialist, the incumbent should also have Knowledge of:  federal and state Child and Adult Care Food Program regulations, rules, requirements and procedures; child nutrition; methods of compiling and analyzing data; and correct grammar usage.  Ability to:  interpret federal and state regulations and procedures; analyze processes, identify problems and potential solutions, implement corrective actions and evaluate the results; present negative findings in an effective manner; organize data into logical format for presentations in reports, documents and other written materials; plan, organize, prioritize, coordinate and complete work assignments; communicate effectively, both verbally and in writing; establish and maintain effective working relationships with others; and work independently without close and constant supervision. Skill in:  use of personal computers and standard software packages.  Knowledge of internal control concepts.  Knowledge of computer systems concepts.  Ability to supervise people.  Ability to determine work priorities, assign work, and ensure completion of assignments.  Ability to analyze and interpret complex data.  Ability to utilize automated spreadsheet applications.  Ability to prepare, review, analyze and evaluate review findings and reports.  Ability to utilize problem-solving techniques and make decisions. Ability to examine and review financial records.

 

Qualifications:

 

A bachelor's degree from a college or university and three years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, or administrative work.  A master's degree from a college or university can substitute for one year of the required work experience.  Professional or non-professional experience as described above can substitute on a year-for-year basis for the required college education.  Additional work hours may be required during peak workloads and travel periods.  Emergency Duty:  Incumbent is required to work during or beyond normal work hours or days in the event of an emergency.  Emergency operations functions required of the incumbent include, but are not limited to, Special Needs Shelters, Red Cross Shelters, or other emergency functions.  The incumbent in this position is considered to have regulatory responsibilities in that s/he shall determine a regulated entity’s compliance with federal, state or local statutes or regulation; or determine or recommend whether the agency should issue, revoke, cancel or suspend an entity’s participation in a government program; or approve or recommend administrative transactions between the agency and a regulated entity.  Therefore, the incumbent is subject to the requirements of Chapter 112, F.S., Chapter 60L-36, F.A.C. and DOH Policy 30-2-07 with which s/he is required to be thoroughly familiar.  Incumbent may have access to records containing social security numbers in the performance of job duties.
