Our Organization and Mission:
The Division of Real Estate (DRE) is responsible for the examination, licensure, and regulation of more than 480,000 real estate and appraisal professionals throughout the State of Florida. The Division provides administrative support to the Florida Real Estate Commission (FREC) and the Florida Real Estate Appraisal Board (FREAB).
The Division is committed to protecting the public through effective licensure, timely regulation, customer service, and education.
The Work You Will Do:
This position serves as the Division’s primary finance and budget professional under the direction of the Division Director. The incumbent is responsible for overseeing budget development, financial analysis, expenditure monitoring, purchasing activities, legislative budget coordination, and fiscal compliance for the Division of Real Estate.
This position plays a critical role in ensuring sound fiscal management and operational efficiency in support of the Division’s mission and strategic objectives.
Your Specific Responsibilities:
- Develop, monitor, and manage the Division’s operating budget and spending plans.
- Review and approve purchasing requests, contracts, P-card transactions, invoices, encumbrances, and budget amendments for fiscal compliance and funding availability.
- Monitor monthly expenditures and budget balances to ensure compliance with established fiscal parameters.
- Prepare financial analyses, reports, budget projections, and recommendations for Division leadership.
- Coordinate with the Department’s Office of Planning and Budget (OPB) regarding budget allocations, salary rate management, legislative budget requests (LBRs), and financial reporting.
- Analyze proposed legislation and evaluate potential fiscal impacts to the Division.
- Review personnel action requests (PARs) and associated budget impacts.
- Maintain financial records and documentation necessary to support audits, reporting requirements, and operational accountability.
- Assist leadership with the development and implementation of administrative policies, procedures, and operational improvements.
- Serve as the Division liaison for budgetary and financial matters with internal and external stakeholders.
- Conduct research, analysis, and problem-solving related to fiscal operations, purchasing processes, and budget administration.
- Prepare quarterly and annual financial reports and spending analyses for executive leadership.
Knowledge, Skills, and Abilities:
- Knowledge of state budgeting, accounting principles, and financial management practices.
- Knowledge of Florida legislative budget processes and fiscal analysis.
- Knowledge of applicable Florida Statutes and administrative rules related to Division operations.
- Ability to analyze financial and operational data and develop effective recommendations.
- Ability to interpret policies, procedures, and financial regulations.
- Ability to manage multiple priorities and meet deadlines in a fast-paced environment.
- Strong organizational, analytical, and communication skills.
- Proficiency in Microsoft Office Suite and financial management systems.
- Ability to establish and maintain effective working relationships with internal and external stakeholders.
- Knowledge of MyFloridaMarketPlace (MFMP) and WORKS/P-card processes preferred.
Minimum Qualifications:
- Minimum of two years of professional experience.
- Experience analysing financial data, preparing reports, and monitoring expenditures and budget activity.
- Experience using Microsoft Office Suite, including Excel, Word and Outlook.
- Ability to communicate effectively both verbally and in writing.
- Ability to exercise independent judgment and decision-making.
- Experience coordinating projects or workflow activities.
Preferred Qualifications:
- Bachelor's degree from an accredited college or university in accounting, finance, business administration, public adminstration, economics or a related field.
- Bachelor’s degree in accounting, finance, business administration, public administration, or a related field.
- Experience with State of Florida budgeting, purchasing and accounting systems.
- Experience preparing financial reports, budget analyses, or legislative budget requests.
- Experience with purchasing, procurement, and P-card administration.
