MINIMUM QUALIFICATIONS:

  • Current Florida Department of Health (DOH) employee.
  • RN Licensure in the state of FL, or a multi-state RN License from another compact state
  • Bilingual in both English and Spanish.
  • Willing to work with HIV, TB, STI and pregnant clients.
  • At least 2 years of verifiable clinical nursing experience working with adults on any outpatient medical setting.
  • Willing to work clinic schedule of 9 hour days Monday through Thursday and 4 hour days on Friday.
  • Emergency Duty.

 

 

 

 

JOB DUTIES AND RESPONSIBILITIES:

This is a professional nursing position requiring independent work skills in providing skilled nursing and clinical activities of the Sunshine Care Center (SCC) at the Florida Department of Health in Orange (FDOH-Orange). This position works under the supervision of Community Health Nursing Consultant. This position requires a minimum of two years of Clinical Nurse experience. The incumbent must be able to speak and understand English and Spanish fluently. Must be able to work 9 hours’ clinic workday and 4 hours on Friday’s schedule. Working within the day-to-day operation of the SCC performing advance public health nursing function to assist physicians in the exam room through nursing assessment and provision of nursing care/follow-ups. 

 

The duties of the Nursing Program Specialist are but not limited to:

Provides nursing support as needed at outreach/awareness and incident response events within the community to include mass immunization, emergency response activities, and community health engagements. Nursing support may be required outside of normal business hours to accommodate community needs during evening and weekends hours. Demonstrates knowledge of appropriate nursing skills identified in the Nursing Competency Checklist.   

Maintain clinic records in line with good medical and professional standards, while observing stringent rules of confidentiality and security for the protection of sensitive information. Provide direct services to patient in the clinic by performing a nursing clinical and objectives assessment following the standard operating procedures guidelines. Interviews patient and obtains subjective information to be documented in the EHR progress note. Provide health care to patients, which may include procedure or techniques needed by the patient. Administer medications, and vaccines observing the “Six Rights of Medication Administration” always to ensure the safety of the client and avoid medication errors. Encourage patient to maintain proper dietary constraints as a part of the treatment regimen. Participates in the treatment of those patient identified through Multidisciplinary Staffing Meeting as needing additional assistance for adherence issues. Triage walk-in patients and determine the need for emergency care vs. appointment status. Processing medication refills in a timely manner, checking patient’s compliance with keeping doctor appointments and making sure patients’ labs are current. Assists in maintenance of clinic area, inventory, ordering drugs and supplies. Serve as a preceptor for new nurses coming onto the unit as a back up to the Supervisor. Provides optimal customer services, including answering the phone, routing calls appropriately, making appointments and giving general information to the public. Assures that the client completes the client satisfaction survey at each encounter. Completes referral process for appropriate service and agencies per program procedures and protocols.  Facilitates efficient clinical flow. Assist providers in exam room as needed or requested. Will encourage non-compliant patients to comply with HIV treatment and ensure that patients are educated on the consequences of choosing to not comply with HIV care.  Will ensure patient compliance by making routine phone calls to potentially non-compliant patients and helping with schedule a provider/laboratory appointment.  Will conduct patient interviews and help provider to complete Medical History in clinic. Will provide HIV, STI care to Ryan White, Medicaid, Medicare, Prenatal and Test and Treat patients. Will coordinate with other internal programs and outside agencies to make certain that patients receive all services needed to ensure that any issues that may interfere with the adherence of treatment. Will increase knowledge base by participating in staff development and educational programs and reviewing educational materials and educational updates as they are released.

 

Provide direct services to HIV and Prenatal patients in the clinic by performing a nursing clinical and objectives assessment following the standard operating procedures guidelines.

Posting of Medical Record which may include (EHR and/or/both paper record), but not limited to

Performs timely and accurate documentation both electronically and manually per policies and procedures. Adheres to DOH policies for security of client data and security systems. Collects and records client information according to policies and procedures. Completes all nursing components of meaningful use as directed. Reviewing Clinician’s plan and interpretation of orders.

Obtain reports/labs from before client visit, for clinician to review with client during visit. Call patient regarding test results, follow-up instruction, and revisit appointment as per clinician’s instruction. Order lab thru e-lab or other participating labs for Ryan White, Medicare, Medicaid, ADAP, and Medicare HMO. Phlebotomy services: drawing routine blood as needed

Verify payer source to direct client to appropriate provider for medication, labs, or outside provider. Check electronic fax and fax machine throughout the day for prescription request, lab results, and other request pertaining to client health as back up to the HST. Enter vital signs, allergies, problem list, and other information in EHR as backup to the HST. Retrieve message twice a day from nursing line and return all calls within 24 hours. Assists in client related phone calls that include but not limited to appointment reminders, and reminders to bring in missing documentation. Perform EKGs as ordered by providers. Keep exam room clean and ready for use. May be required to become certified as necessary to meet clinical research requirements. 

Maintains and submits required clinical and administrative forms accurately, legibly and within required time frames including EAR's, People First, Emergency Response systems, Travel, and other applicable administrative forms. Required to attend and participated in Ryan White Program meetings, staff meetings, Nursing in-service, workshop, seminars, and programmatic trainings including DOH/Federal/State mandatory trainings. Maintain CPR certification and Nursing License

After hours On-Call telephone duties as needed. Performs other duties as required.
