The Work You Will Do:

Planning Specialist IV/Office of Toll Operations

 

This position will assist the Turnpike Planning Manager with planning efforts, develop and manage planning studies and recurring planning related work products to support internal and external customers. This role contributes to the agency by supporting development of the Turnpike Work Program and the department in administrative rulemaking.

 Your Specific Responsibilities:

Assist the Turnpike Planning Manager with planning efforts. Develop and manage planning studies and recurring planning related work products to support internal as well as external customers. Participate in status meetings and work with consultants to meet deadlines. Coordinate and participate in public meetings. Prepare and conduct formal presentations to elected boards and public organizations. Prepare reports and correspondence and perform all other related tasks. Participate in and provide expertise to support innovative planning and policy initiatives and partnerships. Provide coverage for meetings conducted by Metropolitan Planning Organizations (MPOs), county/city commissions, Florida Department of Transportation (FDOT) districts, and other groups. Attend project public meetings and represent the department while interacting with elected and appointed officials, local government staff, and members of the public. Serve on statewide teams related to planning.

 

Support development of the Turnpike Work Program. Coordinate with other department divisions during the annual development of the Tentative Work Program. Participate in review meetings and coordinate with project managers and staff to review system priorities and needs for funding. Participate in the creation and review of materials that communicate the annual update of the Tentative Work Program. Oversee consultants who assist in these efforts. Present the Tentative Work Program information to Metropolitan Planning Organizations (MPOs) around the state. Conduct comparison of the department’s Work Program to identify changes and/or inconsistency with a focus on projects that are in the Project Development and Environment and Design phases. Coordinate with on Long Range Transportation Plan or Transportation Improvement Program amendments.

 

Respond to stakeholder inquiries and comments on Turnpike projects, plans and initiatives. Initiate or conduct research and undertake special projects. Review various reports and studies. Provide support relating to review and implementation of legislation. Contribute to implementation of and updates to statewide plans, programs and procedures. Participate in public involvement and planning collaboration activities.

 

Support the department in administrative rulemaking. Track department policy and projects that impact toll locations and/or toll collection. Draft amendments to rule text and toll rate tables. Obtain input from other work units or Districts as necessary. Develop schedule for rulemaking activities to ensure timely submittals and approvals. Prepare all necessary documents and forms needed for amendments and approvals. Prepare presentations, summaries and exhibits. Obtain necessary approvals on rulemaking activities and documents. Coordinate and conduct public involvement activities. Oversee consultants who assist in these efforts.

 

Conduct growth management activities with emphasis on implementation of state growth management laws and processes. Perform policy and technical analyses; conduct research; participate in development or review of land development regulations, analytical tools and best practices; and provide technical assistance. Coordinate with department staff and others on development, sharing and use of planning tools to promote transportation efficiency. Oversee and conduct local outreach to support the travel demand models.

 

Maintain current knowledge of Turnpike plans, programs, system of roadways, tolling methods, and policies including Work Program and project priorities.  Maintain current knowledge of FDOT plans, programs and policies. 

Serve in times of emergency to support state response efforts and ensure continuity of operations.
