The Work You Will Do:

Property Accountant – Florida’s Turnpike Enterprise / Chief Financial Officer

 

This position will contribute to Florida’s Turnpike Enterprise’s mission by overseeing and safeguarding state-owned property to ensure proper tracking and accounting. This position will also coordinate and complete annual and periodic inventories and ensure compliance with state regulations to support the effective and efficient use of public assets.

Your Specific Responsibilities:

Assists with the processing of Property Management Reports (PMRs) to capture all capital assets, as defined by Rule 69I-72, Florida Administrative Code (F.A.C.), FDOT Tangible Personal Property Procedure 250-090-310 and Surplus Property Procedure using Chapter 273, Florida Statutes (F.S.) section 20.23 (3)(a) and 334.048 (3). Maintains the Florida Accounting Information Resource (FLAIR) property records and system for district and Turnpike Enterprise Toll facilities in compliance with Office of Comptroller (O.O.C.) procedures. Completes PMRs, updates property pending files, creates and maintains Facilities Inventory Reporting and Maintenance (FIRM) system accounts, and ensures bar-code decals are affixed to buildings and equipment. Maintains detailed property records for Turnpike Enterprise and Toll facilities in accordance with F.S. Sections 20.23(4)(a) and 334.048(3), and O.O.C. Procedure 350-090-315, and answers questions related to such records.

 

Scans and retains documents, including completing PMRs. Advertises, surpluses and tracks Turnpike facilities and equipment no longer used by the department. Produces and analyzes reports in FLAIR, Excel, and SharePoint. Provides training to property delegates, auditors and Information Technology (IT) staff on the processes and procedures of handling State property.

 

Assists in performing periodic quality assurance reviews and yearly physical inventories according to Rule 67I-72.006 F.A.C., at the Turnpike Headquarters complex, or at various Turnpike field office locations as needed to conduct, train, or oversee offsite inventory. Works with cost center delegates and assigned consultant staff as well as with staff of toll facilities operated by the State. 

 

Creates, assembles, and distributes Management reports as needed.

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

 

Knowledge of:

  • Basic accounting principles
  • Business forms such as invoices, and the financial data recorded thereon
  • Training techniques

Skills in:

  • Use of computer, copier, scanner, and other related hardware

Ability to:

  • Create, modify and manipulate spreadsheets and word-processing computer software such as Excel, Access, PowerPoint, and Word
  • Analyze and compile data for transactions and reports
  • Collaborate and solve problems
  • Create and maintain effective working relationships with others
  • Multi­ task, prioritize, and work independently and within a team environment
  • Communicate clearly and with grammatical accuracy, including proper spelling, both written and verbal
  • Lift 30 pounds
