YOUR SPECIFIC RESPONSIBILITIES:

 

This is a high-level administrative position as a Public Health Nutrition Program Director with the Department of Health in Orange County. This position is responsible for the management of the Special Supplemental Nutrition Program for Women, Infants and Children (WIC) and any funded comprehensive nutrition program activities.  This position performs using independent judgment and is under the supervision of the Maternal Child Health Division Director.  Responsibilities include but are not limited to leading, planning, developing, coordinating, and directing activities of the WIC Program for the Department of Health in Orange County. This position also serves as the Information Key Custodian for WIC Program records. The incumbent will interact with program managers, supervisors, and other nutrition program staff, or with staff in various outreach programs such as Healthy Start, Family Planning Prenatal Health, Community Health and Promotions, and School Health Programs. This position spends more than 50% of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

 

Plans, manages, directs and evaluates professional and administrative functions within the Supplemental Food Program for Women, Infant and Children (WIC).  Ensures that activities for the WIC Program are conducted in an efficient and effective manner and that staff are providing services according to the WIC Manual (DM 150-24). Develops updates and monitors quality assurance standards in the WIC clinics for compliance to all federal and state WIC policies and procedures, nutrition education documentation, nutrition risk determination, income eligibility, etc. to ensure program integrity according to the WIC policy and procedures. Advocates and plans new programs and services based on analyzed assessment of nutritional needs.  Implement programs, aligned with the Department of Health-Orange vision, mission, strategic plans focusing on results and sustaining positive trends in key areas.  Evaluates program against state benchmarks and trends and positive comparisons to similar size programs. Acts as a liaison between the program office, state offices, and the county public health offices advising them and interpreting nutritional needs of the population for both local and State program planning. Coordinates all aspects of the operation of the WIC Clinics including scheduling coverage, hours of operation and travel.

 

Develops, coordinates, and integrates the implementation of the WIC Nutrition Program Plan with the overall health department program plan and budget. Participates in long- and short-term program strategic planning developing goals and objectives. Actively participates with other Orange County programs such as Healthy Start, Family Planning Prenatal Health, Community Health and Promotions, and School Health Programs and community partners such as Bureau of Child Care Food Program, Head Start and Parent Education Programs to achieve the Healthy People Goals for our county residents.

 

Prepares and presents the annual nutrition program plan and budget and ensures appropriate fiscal implementation with appropriate accountability.  Serves as a resource and if needed, as a contract manager for nutrition services contracts for health department programs requiring a licensed nutrition professional.  Monitors, tracks, and trends WIC Program expenditures against budget on a monthly basis and insures monthly reconciliation with state financial systems. Prepares reports of time, activities and services provided on a regularly scheduled basis and/or requests for nutrition program information. Ensures WIC program provides vendor training and travels to vendor sites with fiscal assistant as needed to ensure compliance with WIC rules and regulations. Coordinates the Florida Voter Registrations processed through the WIC Program.

 

Plans and conducts regular meetings, in-service trainings, and planning sessions for nutrition staff as well as in-service training for health department professionals, paraprofessionals and other community organizations regarding nutrition services and scientific nutrition updates. Meets with other program management staff to resolve inter-agency issues as needed. Determines staffing needs, initiates, coordinates and implements personnel recruitment and work assignments. Initiates the hiring and selection process for vacant staff positions under the direction of Human Resource in People First System. Tracks and trends productivity and other employee measures and ensures feedback to staff on a quarterly basis to achieve maximum quality and efficiency.  Ensures that all WIC employees’ position descriptions and periodic evaluations are completed on a timely basis. Travels to the Orange WIC office sites to maintain oversight of the program and employees. Responsible for succession plans and mentoring activities for the program.

 

Manages special grants such as USDA Peer Counselors Breastfeeding. Participates in planning and updating agency wide initiatives and efforts to improve the breastfeeding initiation and duration rates. Analyzes and directs special nutrition related projects, reports and requests for information. Monitors program according to established objectives and/or specified regulations.  Analyzes WIC Program data, public health statistics and community needs to develop nutrition objectives, new initiatives, or programs.  Utilizes Quality Initiatives into program operations and standards.  Coordinates activities of the Plan, Do, Check, Act cycle for program improvement with WIC Leadership staff, nutrition staff.

 

Attends and participates in regularly scheduled department team meetings and trainings. Participates as member of the management team when requested.   Represents the Orange County Health Department as a member of advisory boards, community groups and task forces as assigned and provides updates as needed. Facilitates the development of qualified individual through the clinical nutrition practice affiliation and serves as the lead mentor for all newly registered dietitians. Serves as a consultant on nutrition and dietetics to local health officials, county health department staff and community groups and agencies.

REQUIRED  KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge: Understanding of federal and state WIC policies and procedures, nutrition education, income eligibility criteria, and program integrity standards. - Skills: Management and leadership skills to efficiently oversee WIC clinics, staff, and activities. Minimum Qualifications:

  • Currently have a bachelor’s or master’s degree from an accredited college or university in nutrition science, community nutrition, clinical nutrition, or dietetics.
  • Currently licensed in Florida as a Dietitian/Nutritionist.
  •  3-5 years of experience working in the WIC program.
  •  3-5 years of verifiable professional supervisory or management experience.
  •  2-3 years of verifiable professional experience in collecting, compiling, and analyzing information and data and producing written reports.
  • 2-3 years of budget development/management experience.
  • Currently have a valid FL driver’s license or state identification card OR a valid driver’s license from another state (you will be required to get a FL driver license within 30 days of hire).
  • Willing to work before, during, and/or beyond normal work hours or days in the event of an emergency. This may include working in a special needs or Red Cross shelter, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural. Emergency duties may also include in-state and/or out-of-state deployment. 
  • Preferred - Registered Dietitian/Nutritionist with the Academy of Nutrition and Deitetics.
  • Master's Degree in Public Health Nutrition, Dietetics or food and nutrition.
