JOB DUTIES AND RESPONSIBILITIES:

This position is responsible for training new and existing staff of the Orange County WIC (Women, Infants and Children) program. Headquarters for the position is the Orange County Administrative offices. Travel may be required. Incumbent may be required to work during or beyond normal work hours or days in the event of an emergency. Emergency operation functions required of the incumbent include but are not limited to staffing special needs evacuation centers or other emergency functions. Train new WIC staff on state mandated procedures; schedule and monitor agency-required training; instruct on agency procedures; assist with job-specific training scheduling and reporting. Plans and creates new materials as needed. Works in cooperation with Public Health Nutrition Consultants regarding the training of new nutrition staff. Assists with the coordination of on-going training of nutrition and support staff. Coordinate on-going new staff member training once new staff member has begun on-site training; conduct additional agency procedure training after 3 months. Participates in staff conferences and curricula development to develop and improve training programs. Maintains records (training records, WIC staff program participation, emergency contact information) on all existing staff members on paper and in Microsoft Access database. Prepare weekly, monthly and quarterly reports for agency management. Assist with the coordination of the nutrition education component for the Orange County WIC program. Prepares on-going training for existing employees on regular basis. Training may be done at sites, in quarterly agency meetings, or via Microsoft Teams. Develops audio-visual aids, printed material, and workplace aids for staff members. Meets with program personnel for the purpose of identifying current training needs for their particular operations. Plans, arranges, conducts and evaluates educational programs for professionals, program staff and for community organizations/agencies. Prepares employee activity reports of time and services provided at biweekly intervals. Prepares and submits requests for travel reimbursement according to established format and procedures. Performs other related duties as requested or assigned. |
KNOWLEDGE, SKILLS AND ABILITIES, INCLUDING UTILIZATION OF EQUIPMENT, REQUIRED FOR THE POSITION:
Knowledge of WIC program policies, state‑mandated procedures, and agency operations. Possess skills in developing and delivering training, creating instructional materials, organizing and monitoring training progress, maintaining accurate training records, and collaborating with Public Health Nutrition Consultants and other staff. Ability to train new and existing staff on procedures; plan and update training materials, coordinates training for nutrition and support staff, interpret and apply policies, manage multiple priorities, and adapt training approaches to different learning styles.
Knowledge of staff onboarding processes, agency procedures, and effective training methods, along with the ability to coordinate ongoing training once new staff begin on‑site work and if needed, to deliver additional training after three months. It requires strong skills in organizing training activities and contributing to enhance training programs. Ability to collaborate with team members to improve instructional materials, support continuous staff development, and ensure training remains consistent, timely, and aligned with agency standards.
Strong organization skills, knowledge of record‑keeping practices, data management, and WIC program operations, along with the ability to maintain accurate training records, staff participation data, and emergency contact information both on paper and in a Microsoft Access database. It requires strong skills in preparing weekly, monthly, and quarterly reports for agency management, as well as the ability to support the coordination of the nutrition education component for the Orange County WIC program. The role also demands attention to detail, proficiency with database systems, the ability to manage multiple reporting timelines, and effective collaboration with staff.
Knowledge of effective training methods, agency procedures, and ability to prepare and deliver training for existing employees in multiple formats, including on‑site sessions, quarterly agency meetings, and virtual instruction through Microsoft Teams. Strong skills in developing audio‑visual materials, and printed resources that support staff learning, as well as the ability to identify current training needs and adapt instruction accordingly. Creative in designing instructional tools, strong communication and presentation skills, and the ability to collaborate with staff to ensure training remains relevant, engaging, and aligned with WIC operational requirements.
Knowledge of instructional design, WIC program operations. Strong skills in organizing training events, tailoring content to diverse audiences, and assessing program effectiveness to ensure continuous improvement. Ability to collaborate with internal and external partners of Orange County- DOH, develop education materials, and adapt training to meet the needs though supporting agency goals.
Knowledge of administrative procedures, documentation standards, and agency reporting requirements, ability to prepare accurate biweekly employee activity reports detailing time and services provided. Completing and submitting travel reimbursement requests in accordance with established formats and procedures, as well as maintaining organized records to support compliance and accountability. The role also demands flexibility and the ability to perform related duties as assigned, strong attention to detail, effective time management, and the capacity to adapt to changing program needs while supporting overall agency operations.
MINIMUM QUALIFICATIONS:
1-3 years of verifiable customer service experience.
This is an in-office position only. You must be willing to physically come into the office to perform the duties and responsibilities of the position.
May be required to work during or beyond normal work hours or days in event of an emergency. Emergency duty requires the incumbent to work in Special Needs or Red Cross Shelters, or to perform other emergency duties including, but not limited to, responses to or threats involving any disaster, manmade or natural.
Two years of verifiable Florida WIC Information System and EBT (FL WiSE) experience.
Requires current authorization to work in the United States without employer sponsorship. The Department of Health is unable to provide employment visa sponsorship.
