POSITION DESCRIPTION: Perform highly advanced engineering work requiring licensure by the State Board of Professional Engineers. Manage the resources of the Department to deliver required services. Manage, guide and direct the work of General Engineering Consultant (GEC) Staff, and the staff through continuous service contracts.

 

Perform engineering analysis required to determine the best approach to Turnpike pavement rehabilitation needs. Supervise the field data collection, review field and lab reports, and analyze alternatives for correcting pavement deficiencies. Provide engineering recommendations and strategies to Roadway Design Engineer for rehabilitation of existing pavements for resurfacing program. This work requires Professional Engineer oversight due to its engineering complexity.

 

Evaluate the data system, standard procedures, and processes used in Pavement Evaluation work to determine their effectiveness. Make recommendations for improvement to optimize delivery or improve results and lead the effort to make the improvements. Notify stakeholders of any changes to the procedure/process.

 

Monitor and support the field review of the proposed resurfacing work program and assist with prioritization of projects based on the Pavement Condition Survey (PCS) and engineering judgement of actual conditions at each project.

 

Perform engineering analysis required to determine the appropriate pavement materials and mix designs. Perform engineering analysis required to determine if the installed pavement meets the specification requirements. Sign and seal engineering reports, pavement designs and specifications as required.

 

Manage and coordinate the scope, cost and execution, and the quality of the final deliveries of Pavement Evaluation tasks performed by materials consultants. Review and assess consultant work effort. Review and comment on invoices.

 

Review quality control plans, construction plans, specifications, procedures, and any other design documents necessary to execute the Department’s mission. Provides recommendations in time to meet customer needs. Take timely action to correct errors in data. Actively facilitate the notification of stakeholders of errors, failures, or negative trends.  Serves as a Technical Review Committee member as needed.

 

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of: the concepts, terminology, principles and analytical techniques of Materials Engineering, specifically bituminous and concrete pavements; engineering design; construction, production and/or operations; Skills in: using engineering tools, equipment and/or instruments, Ability to: operate a personal computer for word processing, spreadsheet and database applications; Analyze and interpret engineering date; Solve problems relating to engineering; Plan, design, evaluate and investigate engineering works and systems; Apply engineering quantitative techniques; Monitor and inspect engineering projects; Plan, organize and coordinate work assignments; Communicate engineering information effectively; Establish and maintain effective working relationship with others.  Ability to manage staff.

 

REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: Registration as a Professional Engineer in accordance with Chapter 471, F.S.

 

OTHER JOB RELATED REQUIREMENTS: Employee will be required to be responsive to emergency situations within a very short timeframe and serve in the Transportation Emergency Team (TEMT)
