Turnpike Pavement Materials Engineer- Highway Operations-Materials
This position will perform highly advanced engineering work, managing the resources of the Department to deliver required services, and performing engineering analysis required to determine the best approach to Turnpike pavement design, construction, maintenance, and rehabilitation needs.

Your Specific Responsibilities:
Perform highly advanced engineering work requiring licensure by the State Board of Professional Engineers. Manage the resources of the Department to deliver required services and communicate those successes. Manage, guide and lead the work of General Engineering Consultant (GEC) Staff, and the staff through continuous service contracts.
Perform engineering analysis required to determine the best approach to Turnpike pavement design, construction, maintenance, and rehabilitation needs. Factors to consider in best approach include demonstrating the optimal balance of forecasting, trending, resiliency, cost-effectiveness, timing and new materials. Supervise field data collection, review field and lab reports, and analyze alternatives for correcting pavement deficiencies. Provide engineering recommendations and strategies to the Roadway Design Engineer for new construction and rehabilitation of existing pavements. This work requires Professional Engineer oversight due to its engineering complexity.
Research the data system, standard procedures, and processes used in pavement evaluation and design work to determine their effectiveness. Make recommendations for improvement to optimize delivery or improve results. Lead efforts to collaborate with other teams and implement improvements. Notify stakeholders of any changes to the procedure/process.
Monitor and support the proposed resurfacing work program and assist with prioritization of projects based on the Pavement Condition Survey (PCS) data and field verification, analysis of pavement deterioration trends, and engineering judgement.
Perform engineering analysis required to determine if the installed pavement material meets the contract and specification requirements. Review asphalt sample test data for trends. Develop corrective action plans and coordinate implementation with Construction teams.
Manage and coordinate the scope, cost and execution, and the quality of the final deliveries of Pavement Evaluation tasks performed by materials consultants. Review and assess consultant work effort. Review and comment on invoices. Sign and seal engineering reports, pavement designs and specifications as required.
Review quality control plans, construction plans, specifications, procedures, and other design documents necessary to execute the Department’s mission. Provide comments and recommendations to improve constructability and ensure compliance with specifications and design guidelines in time to meet customer needs. Take timely action to correct errors in data. Actively facilitate the notification of stakeholders of errors, failures, or negative trends. Serve as a Technical Review Committee member as needed.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
- the concepts, terminology, principles and analytical techniques of Materials Engineering, specifically bituminous and concrete materials; pavement engineering design; pavement construction, pavement materials production and/or operations
Skills in:
- using engineering tools, equipment and/or instruments
Ability to:
- operate a personal computer for word processing, spreadsheet and database applications; Analyze and interpret engineering data; Solve problems relating to engineering; Plan, design, evaluate and investigate engineering works and systems; Apply engineering quantitative techniques; Monitor and inspect engineering projects; Plan, organize and coordinate work assignments; Communicate engineering information effectively; Establish and maintain effective working relationship with others.

- Registration as a Professional Engineer in accordance with Chapter 471, F.S.
