The Work You Will Do:

Valuation Program Administrator – Transportation Development/Right of Way

 

This position contributes to the agency by managing the Valuation Services Program. This role is responsible for overseeing appraisal review and cost estimating functions to support transportation projects while also serving as the Right of Way representative at planning and project meetings. This position will be responsible for ensuring conformance with applicable laws, rules, regulations, policies, and procedures.

Annual Salary Range:

Your Specific Responsibilities:

Manage the Valuation Services program including appraisal, appraisal review, and cost estimating functions and perform these functions as necessary. Develop and manage schedules for appraisal, appraisal review and cost estimating activities that are consistent with overall project schedules and requirements. Review and evaluate construction plans or right of way maps to recommend changes that might reduce costs, eliminate potential damages or otherwise improve the quality of the overall transportation project. Attend meetings with and consult with all functional area project managers to identify and resolve right of way impacts. Serve as the right of way representative at planning and project meetings. Review and submit right of way comments during the plans review phase.

 

Oversee all contract management duties and supervise Consultant employees; plan, organize, coordinate, and schedule assigned work for Consultants. Participate in Consultant selection process. Develop scopes of services and task assignments and reviews and approves invoices.

 

Develop, implement, and ensure a Quality Control Program. Continuously evaluate quality and formulate strategies for improving business processes.

 

Assist the Right of Way Manager in developing and implementing policies and procedures.

 

Assist the District Title VI Coordinator in monitoring and reporting the Department's compliance with Title VI and related statutes.

 

Monitor, train and assist local governments. Respond to public records requests and related inquiries.

 

Represent Right of Way at public meetings/hearings and workshops, and similar forums.

 

Ensure conformance with applicable laws, rules, regulations, policies and procedures.

 

Serve as the Department’s client representative.

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

 

Knowledge of:

  • Federal rules, regulations and practices pertaining to eminent domain appraisal.
  • Florida Department of Transportation appraisal and appraisal review policies and procedures in the right of way acquisition process.
  • The eminent domain and right of way condemnation process as it relates to appraisal.
  • Real estate principles and practices.
  • The principles and techniques of effective communication.
  • Agency computerized systems and the Right of Way Management System (RWMS).

 

Skills in:

  • Contract procurement, negotiation and administration for contractual and professional services.
  • The operation of a personal computer and proficient in Microsoft applications.
  • Planning, organizing and directing programs.
  •  

Ability to:

  • Understand and apply applicable rules, regulations, policies and procedures relating to the right-of-way appraisal process.
  • Interpret and apply federal, state and agency laws, rules, regulations, and procedures.
  • Manage the appraisal and appraisal review functions.
  • Develop and implement formal and informal training programs for appraisal, appraisal review and office support staff.
  • Organize, prioritize and oversee multiple assignments concurrently using effective time management skills.
  • Utilize problem-solving techniques
  • Develop, implement and monitor an appraisal and appraisal review quality control plan.
  • Communicate effectively.
  • Establish and maintain effective working relationships with others.
  • Supervise others

 

Other Job-Related Requirements:

  • This position is responsible for adhering to the provisions and requirements of Section 215.422, F.S. related to State Comptroller's rules and Department of Transportation's invoice processing and warrant distribution procedures. Incumbent must be available to serve in emergency events.
