Position Overview and Responsibilities:
District 4 is looking for a self-motivated park service professional to fill an Administrative IV position, as a member of the district team. The applicant must possess good customer service, computer, and administrative skills. The incumbent must be able to multi-task working with a high-volume workload.
DUTIES AND RESPONSIBILITIES:
Compliance with the processing requirements of Chapter 215.422, F.S. is mandatory. Persistent failure to comply with this section by any agency of the state shall constitute good cause for discharge of employees duly found responsible, or predominantly responsible, for failure to comply.
Your Specific Responsibilities:
Designs, implements and maintains accounting a budgeting records and procedures for District and District parks.
Maintains an accounting system(s) for Operating and Fixed Capital Outlay (FCO) budget categories for all units within District 4.
Maintains records of all expenditures and balances.
Tracking budgets using FLAIR, PPMTS, Quicken and EXCEL spreadsheets.
Tracks and audits FCO work project expenditures through PPMTS and maintains PPMTS database.
Compiles and submits FEMA cost reporting and assists parks with required document submissions.
Prepares reports to accurately reflect expenditures, projects, surpluses, deficits, and allocation adjustments for the District.
Provides instruction and support to parks, including, but not limited to FLAIR, MFMP. PPMTS, etc. regarding accounting/budget necessary to maintain budget financial integrity of the FPS budget.
Prepares journal transfers, FLAIR corrections.
Audits expenditures.
Makes recommendations regarding accounting/budgeting changes necessary to maintain budget.
Ensures all vendors are paid in accordance with F.S. 215.422.
Prepares and review PEAS reports.
Monitors and audits purchasing card transactions in the WORKS system.
Assists district staff with purchasing card transactions and submissions.
Researches vendor invoices for discrepancies.
Assist parks with P-Card, MFMP, e-quotes and other purchasing methods.
Serves as purchaser for the District office.
Prepares various reports for district office (energy report, budget reports, etc.)
Reviews park reconciliations for accuracy and reports any discrepancies.
OTHER – Performs other related duties as required
Required Knowledge, Skills, and Abilities:
Knowledge, skills and abilities, including utilization of equipment required for the position: Knowledge of: accounting principles, practices and procedures; methods of data collection-sorting and tracking district operations and practices. Ability to: prepare financial statements and reports; design and implement accounting systems, prepare and maintain a variety of accounting records; analyze and interpret accounting date; understand and apply applicable rules, regulations, policies and procedures relating to an accounting program; plan organize and coordinate work assignment; communicate effectively verbally and in writing; establish and maintain effective working relationships with others; work independently, utilize problem solving techniques, ability to multitask with a high-volume workload, maintain a valid drivers’ license. Skill in: Computer usage including Quicken and EXCEL.

Located in Oscar Scherer State Park
Oscar Scherer State Park is located in mid-Sarasota County. This urban setting is located close to gulf beaches and downtown Venice. Aside from the recreational opportunities, many cultural sites are within close distances. This park covers approximately 1,400 acres and consists of 106 campsites, youth area camping, 15 miles of trails, a tidal estuary, creek and a swimming lake. The park contains one of the last strongholds of scrub habitat within Sarasota County with many endemic species such as the Florida Scrub Jay, Gopher Frog and Indigo Snake. Working hours 8am-5pm, Monday-Friday
