This position requires a valid Class (E) driver license with an acceptable driving record in accordance with the Department's Drivers Record Requirements Policy. An unacceptable driving record is defined as any of the following:
- three (3) or more moving violations in the past 3 years that accumulate 3 or more points per violation;
- any 2 convictions of reckless driving in the past 3 years;
- a suspension or revocation of the driver license for moving violations in the past 3 years; and
- a suspension or revocation for refusal to take a sobriety test, or any suspension or revocation for a DUI conviction in the past 4 years

POSITION DESCRIPTION: Serves as the Operations Engineer-Oviedo, performing managerial engineering work requiring registration as a Professional Engineer in accordance with Chapter 471, Florida Statutes. This position is both the Maintenance Engineer-Oviedo and the Resident Engineer-Oviedo with the duties and responsibilities that apply to those functions. Supervises and directs construction and maintenance staff and their activities on all state highways and bridges within the Oviedo Area. Manages the unit's resources to achieve the established maintenance and construction program goals and to comply with all procedures and policies related to construction and maintenance activities. Performs all required personnel administration, resource and budget management for the overall operation for the Operations Center.
Coordinates with the Director of Operations to implement policy, procedure and direction. Coordinates with the District Construction Engineer and the District Maintenance Engineer and will follow their direction on implementing the Department’s policies in construction and maintenance while exercising independent judgment in formulating and carrying out plans for the accomplishment of the Department's programs.
Acts as the lead Department representative in the Oviedo area, representing the Department of Transportation with the Federal Highway Administration, city and county officials, utility companies, property owners, the media and other concerned parties. Drives a Florida Department of Transportation (FDOT) vehicle in the performance of these duties.
Works with the District Emergency Coordination Office responding to emergencies, which may include developing and managing emergency contracts, utilizing in-house forces to ensure proper handling of the emergency. Incumbent of this position has a purchasing card which allows a maximum single purchase exceeding $35,000 (Category 1) in accordance with Section 112.3145, Florida Statutes. Incumbent has financial disclosure responsibility.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of: engineering concepts, principles and terminology; the principles and practices of supervision and management; engineering design, construction, production and/or operations. Skill in: project engineering and scheduling; the development of business plans; using engineering tools, equipment and/or instruments. Ability to: supervise people; analyze and interpret engineering data; understand and apply applicable rules, regulations, policies, and procedures; plan, organize and coordinate multiple work assignments; communicate effectively both verbally and in writing; assess budgetary needs; speak in public; establish and maintain effective working relationships with others.
REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: Registration as a Professional Engineer, pursuant to Chapter 471, Florida Statutes.
OTHER JOB RELATED REQUIREMENTS: While on duty status, the position’s incumbent may be required to drive a state owned or leased vehicle to perform the duties of this position. A valid Class “E” license is required.
