Your Specific Responsibilities:
This is a highly responsible and independent position providing technical, surveillance, investigative, analytical, and programmatic work involving preparedness in the public health field for all-hazards response. This position requires a high degree of knowledge in Emergency Management principles and concepts. This position serves as the principal advisor to the CHD Executive Leadership Team on matters relating to emergency preparedness.
Perform duties as the Local Emergency Preparedness Planner/Coordinator:
- Directs and coordinates emergency planning functions for DOH-Putnam. Develops and maintains Project Public Health Ready for the agency.
- Acts in a lead ICS role for public health emergency responses as assigned.
- Serves as an administrator of the Everbridge mass notification system, ensuring health alert network activities are functional related to planning, preparedness, and response. Performs quarterly drills with DOH-Putnam staff on Everbridge drills. Provides information and training for staff on system usage and ensures accounts are updated appropriately. Registers new employees in the Everbridge mass notification system.
- Coordinates and/or conduct Public Health Preparedness exercises to test plan effectiveness, utilizing HSEEP guidelines.
- Develops, monitors, and implements approved preparedness budget as a Level 4 manager.
- Submits purchase requisitions for equipment, supplies, and services required for planning and implementation of emergency or disaster events.
- Assesses CHD needs regarding all hazard’s disaster response training. Develops and presents training programs related to terrorism awareness, response to epidemiological outbreaks, internal disaster issues, natural disasters, etc.
- Completes Expect Preparedness deliverables quarterly with required documentation.
- Participates in public and private sector meetings to develop comprehensive local, regional, state, and federal public health system response plans.
- Maintains knowledge of the Incident Command System (ICS) and National Incident Management System (NIMS) demonstrated by completion of Department of Homeland Security, Federal Emergency Management Agency courses at least annually.
- Develops warehouse/inventory reports and documents necessary to monitor and maintain warehouse operations at an optimal level. Periodically performs physical inventory checks and reports required inventory to state level.
- Coordinates and provides training on Special Needs Shelter registry utilization and promotes public registration process throughout the year at outreach events.
- Develops and/or Reviews HSEEP-compliant After-Action Reports and provides recommendations for corrective action.
- Organizes and provides local ESF8 Emergency Response activities in coordination with state and local Emergency Operations Centers (EOC’s), according to the provisions of the CEMP, COOP and ESF8 Emergency Response Plans.
- Conducts annual review of written emergency plans and recommends updates to supervisor.
- Conducts mask fit testing.
- Loads/unloads items in trucks and trailers. Hooks trailers to trucks and drives trucks with cargo trailers in tow.
Perform duties as the Appointed Local Safety Coordinator:
- Manages the day-to-day operations of the local Safety and Loss Prevention (SLP) Program for the locations for DOH-Putnam.
- Attends the quarterly statewide SLP conference calls.
- Conducts quarterly safety committee meetings and uploads minutes of meetings.
- Conducts semi-annual safety inspections for all sites and reporting results to supervisor and central office.
- Conducts semi-annual fire drills in coordination with Putnam County Facilities Services.
- Provides annual training to all staff on emergency codes.
- Reviews monthly workers’ compensation casualty claims reports and reports discrepancies to central office.
- Investigates employee work-related accidents to determine root causes and corrective actions.
- Promotes and coordinates safety training, awareness and recognition programs.
- Completes the “New Safety Coordinator” training within 30 days of appointment and every two years thereafter in TRAIN FL.
- Maintains an updated roll call roster of employees participating in fire drills within all DOH-Putnam designated locations.
- Maintains all safety-related records per the State Records rules.
- Reviews and provides input on local safety plans.
- Ensures DOH-Putnam compliance with DOH policy 250-15.

- Knowledge of problem-solving techniques, research techniques and methods of compiling, organizing, and analyzing data
- Knowledge of Federal, State, and Local emergency response planning principles, practices and procedures; ESF structure; NIMS and ICS; HSEEP concepts
- Ability to establish and maintain effective working relationships with others and communicate effectively
- Ability to prepare reports and records, develop program projections, evaluate programs, compile, organize and analyze data
- Ability to remain calm in an emergency and provide support where needed
- Ability to lift 35 lbs.
- Ability to safely drive a truck with a connected trailer.
- Ability to work independently
- Proficient in computers programs including Microsoft Outlook, Excel, PowerPoint, Word, and other related programs.
Qualifications:
Minimum -
- A bachelor’s degree from a college or university with degree related to system analysis, management analysis, program planning, program research, program evaluation or related field of these. 4 years of experience in above or emergency planning can substitute for degree.
- Competency in Microsoft Office programs
- Ability to drive truck with connected trailer
