This position is a Senior Clerk for the Florida Department of Health in Putnam County Client Services area.  This position provides and delivers professional, helpful, high quality customer service.  Clients and staff shall be treated professionally using good manners and judgment.  This position provides front line support and warmly greets clients or customers with attentiveness, polite communications.  This position involves processing of medical records, scheduling appointments, completing eligibility on clients, monitoring patient flow, and answering phones.  The position is under the direct supervision of the Senior Community Health Nursing Director.

 

This position reviews the clinic schedules in Health Management System (HMS) at the beginning of everyday. Processing eligibilities, checking in clients for appointments and/or walk-ins, triage clients as needed, verify insurance (FLMMIS & Availity) as needed, ensure HIPAA and other required forms are updated as needed in Electronic Health Record (EHR) along with proper ID, income verification, SS card and insurance information; updating HMS database with any change in information for clients which includes demographics. Assure super bill is completed properly prior to taking to clinic for services rendered. Verify parent or legal court ordered guardian is with minor children when they are here for Immunization services or that we have verbal and/or written consent in the EHR allowing another party to bring the minor in for Immunizations. Monitor waiting area for client wait times and disruptions. Immediately addresses customer complaints and notifies supervisor within 2 hours of complaint. Reception duties including but not limited to: Answering phones, transferring calls appropriately, triage calls to clinics or complete triage form and give to appropriate clinic, scheduling appointments, reminder calls for next day appointments along with general and/or miscellaneous tasks as needed with regards to clients, visitors, and phone calls. Complete end of day checklist if applicable which includes but is not limited to ensuring all client information is secured in locked areas, appropriate lights are off, appropriate doors locked, clinic cart returned, and med room locked, and alarm set. To be completed in compliance with any and all local and statewide policies and procedures abiding to HIPAA, sliding fee scale, confidentiality, and security according to policy.

 

Specialist Care Clinic which includes but is not limited: completing and/or ensuring that reminder calls for the appointments are done, insurance or no insurance coverage has been verified, eligibilities are up to date, checking in clients for provider, immunization, lab & ADAP services and/or ensuring that schedule is flowing smoothing with a minimum check in problems.

 

Cashier/Cashier Back-Up Duties:  Billing for clinical services rendered at Putnam CHD to include client billing, third party insurance, Medicaid, Medicare, or the assigned responsible party.  If clients are self-pay collection for services rendered should be attempted or payment arrangements set up at the conclusion of their clinical visit.  All clients will receive a receipt prior to their departure.  Superbills shall be logged into the Superbill Log with required information to ensure services rendered are reconciled for accurate billing.  FMMIS zero pay category shall be reviewed every 60 days for possible benefit updates to ensure collection for services provide during the delayed benefit time frame.  Payments shall be posted immediately to the corresponding client’s account.  Provides clients with appointment cards, excuse letters etc.

 

Medical Records Processing, which includes but is not limited to: Copying, scanning, mailing, hand delivering and/or faxing medical records and proper documentation of this process. Ensure that DH 3203 (Authorization to Disclose Confidential Information) or provider equivalent is filled out accurately, completely and is not expired prior to releasing any medical information. Incoming and outgoing medical record requests will be completed within 10 business days and documentation of this process. Scan records into HMS within 2 business days of receiving. Pull and file paper charts as needed, monitor fax machine for incoming faxes and outgoing faxes and process. Maintain paper medical charts by ensuring that all records are filed in correct numerical digit sequence following established medical records system. Current year sticker is to be placed on paper medical chart and chart repaired/replaced if needed. Purge paper charts accordingly which includes pulling from medical records room, sorting, boxing, storing, documenting, and verifying services to prepare paper charts to leave site.

 

Provides applications and instructions to prospective PEPW and FPW eligible candidates in accordance to DCF Operating and DOH Family Planning Guidelines.  Process outgoing/incoming documents within mandated timeframes and retains forms according to the Records Retention Schedule.

 

Assist with orientation of new employees and provide interpretation as needed.

 

Performs other related duties as requested by supervisor.

Required Knowledge, Skills, and Abilities:

Ability to effectively convey information orally and in writing as indicated by the needs of the audience: Ability to listen to others and ask appropriate questions; Ability to analyze data to identify essential information; Ability to plan and organize work activities by priority: Ability/Knowledge to use various software applications including but not limited to MS Word, Excel, internet explorer, Outlook; Knowledge of administrative and clerical procedures and systems; Ability to use office equipment including but not limited to Computer, Copier, Multi-Line telephone/Switchboard; Knowledge/Ability of creating/maintaining spreadsheets; Knowledge/Ability of various filing systems such as numerical alphabetical, terminal digit; Ability to communicate with general public on a daily basis; Ability to lift up to 35 lbs.; Ability to step up and down from a step stool. Bilingual in Spanish
