The Work You Will Do:

LVER

This position serves as a Local Veterans’ Employment Representative (LVER) responsible for assisting with the development of the service delivery strategies for veterans and educating partner staff with current employment initiatives and programs for veterans. This position confers with the supervisor to assist in identifying improvement processes and develop solutions for the Job for Veterans State Grant (JVSG) program. The position is with CareerSource Brevard Flagler Volusia and located at our Daytona Beach center.

Your Specific Responsibilities:

Under direct functional supervision of the CareerSource Flagler Volusia Board:

This position serves as a Local Veterans’ Employment Representative (LVER) responsible for assisting with the development of the service delivery strategies for veterans and educating partner staff with current employment initiatives and programs for veterans. This position confers with the supervisor to assist in identifying improvement processes and develop solutions for the Job for Veterans State Grant (JVSG) program.

 

Performs duties outlined in Title 38 of the United States Code (U.S.C.), 4104(b)(1)(2), as amended by Public Law 100-323.  The incumbent will assure that the local office is in compliance with Federal Regulations, standards of performance and contractual provisions of the grant agreement mandating special services for Veterans.  The following duties are included in this code:

 

  • Creates, develops, and implements local policies and procedures to ensure compliance with JVSG regulations and guidance and confers with personnel to ensure compliance with policy and processes set by the State Veterans Program Coordinator.
  • Provides training to LWDB staff, at both the state and local level and co-located partners on compliance with JVSG regulations and guidance as needed.
  • Reviews programs, services, forms, and reports utilized by the JVSG program at the local and State level and confers with management to identify improvement processes.
  • Conducts outreach to employers and engages in advocacy efforts with hiring executives to increase employment opportunities for veterans.
  • Conducts job search workshops, establishes job search groups and participates in job and career fairs.
  • Works with federal contractors on recruiting of Veterans. 
  • Advocates for the hiring of disabled veterans and assists all veterans with gaining and retaining employment.
  • Creates and conducts capacity building programs for employers and veterans.
  • Facilitates and oversees veteran priority of service requirements regarding employment, training, and placement services furnished to veterans by all staff of the CareerSource system.
  • Promotes credentialing and licensing opportunities for Veterans.
  • Provides operational oversight for all Career Center staff to include regular training on the implementation of the JVSG program at local levels.
  • Develops and implements program management procedures to ensure the provision of services to eligible veterans.
  • Maintains regular contact with community leaders, employers, labor unions, training programs, and veterans’ organizations to keep them advised of eligible veterans and spouses available for employment and training.  Advises eligible veterans and spouses of opportunities for employment and training.
  • In accordance with JVSG regulations, provides guidance and facilitates training of labor exchange services including intake and assessment, counseling, testing, job-search assistance, and referral and placement.
  • Assists, through automated data processing, in securing and maintaining current information regarding available employment and training opportunities for veterans and their spouses.
  • Participates in Office of Federal Contractor Compliance Programs (OFCCP) Audit information requests from Federal Government partners by providing answers, examples, descriptions of services, and other necessary information in both DEO and federal audits.
  • Consults with State and local officials on matters applicable to the JVSG program.
  • Performs other Veteran duties as needed.

Required Knowledge, Skills, and Abilities:

 

Knowledge of applicable regulations, Veteran Program Letters, state and local guidance, and programs/opportunities for veterans and covered persons (i.e. Federal Bonding program, Federal Work Opportunity Tax Credit Eligibility, etc.).

  • Knowledge of the laws governing veterans’ preference in employment and workfoce services.
  • Knowledge of veterans’ re-employment rights.
  • Working knowledge/experience using Microsoft Office applications, including Word, Excel, PowerPoint.

  • The incumbent must possess or obtain certification as a Workforce Professional Tier 1 within six months of employment in the position. 

 

Qualifications:

As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.

  • A bachelor's degree from an accredited college or university.
  • Professional or nonprofessional experience in areas related to employment security, or administrative experience, or reemployment assistance policy may substitute on a year-for-year basis for the preferred college education.
