This position supervises employees, maintains open communication with the public and officials, negotiates agreements to reflect State Comptroller’s procedures and ensures FDOT projects are completed per State and Federal standards from beginning to end.

Your Specific Responsibilities:

Supervises employees spending the majority of the time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work. Has the authority to effectively recommend the hiring, transferring, suspension, layoff, recalls, promotions, discharges, assignments, rewards, or disciplinary actions for subordinate employees. Plans and directs workloads, deadlines, work objectives and time utilization with subordinate staff. Provides direction and ensures that all subordinates receive training and instruction in methods and techniques necessary to safely perform their assigned tasks.

 

Responds to and follows-up on public information inquiries, utility and asphalt coordination, and warranty tracking and follow-up.  Performs plans and compliance reviews.  Ensures that all contract work is completed in compliance with the pertinent plans and specifications.  Ensures that proper inspection and testing is being performed and that contract progress payments are accurate; has authority and responsibility for granting partial, conditional and final acceptance of projects.  Reviews, analyzes, and develops recommendations to the Operations Engineer and District Construction Engineer for claims, time extensions, plans, and specification issues, or other related construction concerns.  Negotiates proposed contract/plan changes and oversees preparation of supplemental agreements.  Assists employees with decisions concerning prosecution of work.

Negotiates and approves contact changes per Contingency Supplemental Agreement Procedure.  Reviews and approves estimates for progress and final payments; plan changes and final as-built plans on construction projects.  Processes vendor invoices and warrants for payments of goods received and/or services rendered.   Responsible for the timely and accurate processing and/or approval, or receipt of goods or services, vendor invoices and/or warrants for payment of goods received or services rendered to avoid automatic interest payments to said vendors.  Responsible for adhering to the provisions and requirements of Section 215.422, F.S.; related State Comptroller's rules and Department of Transportation's invoice processing and warrant distribution procedures. Signs and seals certification of compliance for permits and contract documents.

Maintains liaison with public officials, utility owners, Federal Highway Administration (FHA) officials and contractors to review details of construction work, solve problems and to interpret plan requirements and construction features.  Responds to public complaints regarding construction projects.  Attends public hearing or meetings related to ongoing and future construction projects.

Communicates and coordinates with District Contract Compliance Manager (DCCM) and Resident Compliance Officer from the time a contract is received until a project is completed to ensure that all Disadvantaged Business Enterprise (DBE), wage rates, payrolls, subcontractor/rental agreements, and on-the-job training obligations are met according to State and Federal requirements.

  • Supervise others.

 

Licensure/Registration/Certification Requirements:

  • Registration as a Professional Engineer in accordance with Chapter 471, Florida Statute.
