Employment Security Representative II acts as the liaison between the unemployed and under-employed worker and the business community by educating local employers on CareerSource Center services via informational workshops, seminars, presentations and on-site employer visits. This position addresses employer concerns and develops the necessary programs and services in order to meet an employer's workforce needs. An emphasis is placed on increased visibility and recognition in the local business community as the point-of-contact for new and established employers.
 
YOU MUST HAVE THE FOLLOWING KNOWLEDGE, SKILLS AND ABILITIES
•    Knowledge of the principles and techniques of effective customer service and the ability to provide excellent customer service
•    Knowledge of the basic principles of counseling and case management
•    Working knowledge/experience using Microsoft applications
•    Skilled in group presentations, workshop instruction and/or facilitation
•    Ability to promote and market Career Center 
•    Ability to communicate clearly and effectively in individual and group settings, both verbally and in writing
•    Ability to work effectively as part of a team
•    Ability to utilize problem-solving techniques
•    Ability to deal with the public in a tactful, courteous and effective manner
•    Ability to conduct effective interviews
•    Ability to listen effectively
•    Ability to establish and maintain effective working relationships with others
•    Ability to work independently by planning, organizing and coordinating work assignments
 


THE HIRED CANDIDATE WILL BE RESPONSIBLE FOR THE FOLLOWING
•    Develop and implement outreach strategies for employment related programs and services for employers and jobseekers.
•    Disseminate information on available CareerSource services.
•    Provide personalized services for Employer Recruiting Agreements, Trade Adjustment Act and On-The-Job Training programs with employers and maintain required files.
•    Refer customers to job openings, training opportunities and other employment related services.
•    Provide job development services and determine potential eligibility for and participation in special programs.
•    Provide employability skills, labor market information and referrals to supportive services as needed.
•    Interview and assess customer needs and provide services and referrals as deemed appropriate.
•    Conduct interviews and provide counseling services to evaluate and determine customer education, experience, training and abilities.
•    Work register and provide orientation and job referral assistance to jobseekers.
•    Assist jobseekers in all core and assisted core activities as needed within the CareerSource Center.
 
Data, Research, and Report duties:
•    Provide case management, maintain required forms, case notes and files.
•    Research and interpret current employment trends, unemployment statistics and labor market information.
•    Monitor the maintenance of client files and the required data entry into approved DEO programs that directly impacts program performance.
 
Community Interaction duties:
•    Market CareerSource Center functions and programs in the Region through visits to employers, community organizations, public and private agencies in order to obtain job orders.
•    Actively participate in community outreach and public relations activities.
•    Plan and coordinate mass recruitment events, job fairs and business expos on behalf of the CareerSource Center.
•    Participate in community-based organizations and agencies.
•    Hold memberships in the local Chambers of Commerce.
•    Participate and partner in business expos and employer job fairs through-out the community.
 
Training Duties:
•    Conduct group orientations and workshops informing jobseekers on current labor market information, job qualifications, employer demands (job criteria) and training opportunities available through community resources and refer as appropriate.
•    Assist in eliminating barriers to participation in the world of work by instructing customers in interviewing techniques, job finding skills, resume' writing, completing applications and other skills relating to obtaining employment.
 
THIS POSITION HAS THE FOLLOWING JOB RELATED REQUIREMENTS
•    Must become certified as a Workforce Development Professional (Tier 1) within 12 months of appointment.
•    Required to travel locally and must furnish own transportation.  
 
PREFERENCE WILL BE GIVEN TO THOSE APPLICANTS THAT HAVE THE FOLLOWING QUALIFICATIONS
•    Bachelor’s degree from an accredited college or university, and
•    Two years of professional experience in marketing, community outreach and recruitment, human resources, sales or employment.
•    Professional or non-professional experience in employment counseling, interviewing or administration may substitute for a year-for-year basis for the preferred college education.
•    Training experience is a plus.
