Your Specific Responsibilities:
This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.
This is a senior administrator position in a county health department, responsible for developing and managing a program to assure an environment protective of public health interest of 160,000 residents. The incumbent of the position is tasked to develop and operate a program that meets the health needs of the community and conforms to all Federal, State, County, and Municipal policies, practices, procedures, guidelines, codes and statutes while provoking the minimum of discord possible. The incumbent in this position is considered to have regulatory responsibilities and is subject to the provisions of Chapter 60L-36 F.A.C. The incumbent is further tasked to accomplish all operations with sound fiscal practices and to assure the intergrity and confidentiality of data sets under his/her control. This position is responsible and accountable for the performance of the field staff under their supervision. This position will review all inspection records and supporting documents generated by the staff under their supervision. The incumbent of this position will come to work and exhibit an attitude of friendliness and eager customer service towards all clients and act respectfully and courteously to fellow employees and clients.
Development and management of all environmental health program activities within the Bay County Health Department. Develops and manages the operation of environmental health programs to assure proper approval and permitting of individual sewage disposal systems, trailer parks, recreational camps, selected food service facilities, pollutant storage tank programs, S.U.P.E.R. Act, public and private schools, private water supplies, swimming pools, bathing places, tanning facilities, biohazardous waste, nuisance investigations, product safety and coordinating these activities with other agencies (federal, state, county and local). Directs activities of the Environmental Health Staff engaged in carrying out the various programs. Acting as a consultant and technical advisor for the staff. Working with each employee to provide standardized code enforcement practices, a reasonably consistent code interpretation and cohesion of effort to maintain a sound and effective environmental health program. Evaluates the effectiveness of environmental health programs, revising existing programs and developing new ones to meet community needs in the most effective and efficient manner. Reviews internal and external proposals for policy and procedure change for applicability, feasibility and adequacy; recommending or implementing appropriate action as applicable.
Professional involvement in environment related community health initiatives and special projects. Provides information to government agencies and private industry concerning sections of the Florida Administrative Code and providing interpretations to same. Advise and assist developers in planning subdivisions, trailer parks, etc. Presents technical information to the general public concerning all BCHD/Environmental Health Programs. Plans and reviews press releases for accuracy. Attends community sponsored conference, seminars, fairs, exhibitions and other events relating to environmental health as either a participating professional or supportive spectator as the situation dictates. Represents the Bay County Health Department on the County Emergency Operations Staff serving in the Emergency Operations Center during all Community emergencies requiring public health representation.
Supports required legal initiatives. Identifies situations where prosecutorial actions appear appropriate, coordinating with the legal counsel for the Bay County Health Department to develop and support action deemed appropriate by the Health Department Director or required by law. Coordinates with the Bay County Health Department Attorney to develop and support the defense of all challenged actions taken by Environmental Health as deemed appropriate by the Attorney and the Bay CHD Director. Supports multiple program county health department initiatives: Works closely with the County Health Department Director and the local administrator for Disease Intervention to design a program to identify, defend against and recover from the threat of bio-terrorism.
Performs all functions necessary to promote professional development and certification of self and staff: Attends conferences, seminars, and training events and reads publications from the environmental health field to maintain currency in the profession. Personally develops and conducts and/or procures training mediums to assure currency of staff.
Functions as the Environmental Health Department's system Administrator for CENTRAX: Works to resolve problems and provide technical assistance and training to all in-house users of the CENTRAX program. Coordinates with the Bay CHD Management Information Systems Manager and various functions at DOH to keep system functioning smoothly and efficiently.
PIO:
Serves as liaison to DOH Public Information Office (PIO).
Provides PIO conference call information to management staff.
Attends PIO training and scheduled meetings as required.

Qualifications:
An active Certified Environmental Health Professional (C.E.H.P.) in the areas of Food Protection and Onsite Sewage Treatment and Disposal Systems as required in 381.0101, Florida Statutes: or are an active Registered Sanitarian (R.S.) or Registered Environmental Health Specialist (R.E.H.S.)?
Preferred:
Minimum of a Master's Degree from an accredited college or university
Minimum of 10+ years of supervisory experience and environmental heath experience.
