Your Specific Responsibilities:

This is an Independent and specialized Professional Environmental Public Health Position that is responsible for facility inspections in all Facility and Water Programs.  Sets goals to ensure that 100% of required inspections are completed. These duties require that a valid Florida Driver License be maintained. He/she is responsible for the integrity and confidentiality of data sets under his/her control. The incumbent in this position is considered to have regulatory responsibilities and is subject to the provisions of Chapter 60L-36, F.A.C.

 

Water Programs: Conducts routine and follow-up inspections of assigned regulated public swimming pools. Responsible for ensuring safe drinking water from private, multifamily, and limited use public water systems in accordance with Chapter 64E-8, Florida Administrative Code. Collects water samples and monitors water quality standards for all active accounts and notifies supplier of violations. Responds to Well Surveillance re-score requests in a timely manner to ensure completion by the due date. Uses State issued Global Positioning System (GPS) equipment to obtain accurate GPS locations of potable wells and converts data to a standardized electronic format for submission to the Well Surveillance program office. Conducts required sampling of designated Healthy Beaches sites during the sampling period, currently March – October, in accordance with established protocols.

 

Facility Programs: Conducts routine and follow-up inspections of all assigned regulated, food hygiene, group care, mobile home and recreational vehicle parks, and biomedical waste facilities to ensure compliance with state laws and administrative codes of the Florida Department of Health (FDOH). Performs plan reviews, issues permits, issues stop sale notices, conducts complaint investigations, provides education, and documents all work as it is performed. Investigates complaints concerning assigned programs and takes appropriate action as necessary.  Assists the Epidemiological Team in the investigation of foodborne illness/outbreaks investigations as requested.  Provides written narrative and statistical reports as required.  Coordinates epidemiological investigations with supervisor as they occur. Must maintain certification as a Certified Environmental Health Professional in Food Hygiene.

 

Administrative: Performs administrative duties consisting of correspondence, inspection reports, and daily activity reports.  Attends educational seminars and reviews regulations, literature and other periodicals on institutional care and health education.  Responds to telephone calls, messages, incoming correspondence, and supervisory requests as required and in a timely manner.  Periodically reviews and analyzes program files to determine program requirements.  Informs immediate supervisor of any situations necessitating his assistance and direction.  Insures 100% compliance with licensing on all accounts through inspections and client contact. Initiates enforcement actions by drafting non-compliance and warning letters and assisting with other enforcement documents. Oversees record management in the Environmental Public Health Database (EHD) computer program, including annual billing of all Facility Program accounts. Uses reports generated from the EHD to prioritize required inspections.

 

Investigates and inspects all sites/facilities that are reported to be in violation of Florida Administrative Codes and Florida Statutes. Communicates with the public in a clear, concise, understandable, tactful, and professional manner. Provides accurate written reports as required and participates in hearings and court cases as required. Initiates enforcement actions by drafting non-compliance and warning letters and assisting with other enforcement documents. Performs other related work as required.

 

Required Knowledge, Skills, and Abilities:

Must be able to lift 50 pounds. Incumbent will be required to stand for prolonged periods of time. He/she will be required to walk long distances, climb stairs, and kneel down to floor level. He/she must be able to communicate effectively both verbally and written.

 

Qualifications:

Valid Florida Driver License, F.S. 381.0101, Certification in the Food Hygiene Program.
