Your Specific Responsibilities:

This position is with the Florida Department of Health in Bay County (DOH Bay) working in the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) and reports to the Health Educator Consultant. This position is responsible for determining income eligibility for program services, obtaining anthropometric and hematological measurements, and for providing program benefits to eligible participants. This position requires travel to all DOH Bay WIC satellite clinics. The incumbent in this position is responsible for the integrity and confidentiality of data sets under their control. Incumbent may have access to records containing social security numbers in the performance of their job duties. Adheres to all WIC regulations, policies, and procedures set forth in DHM 150-24, and other guides and manuals pertaining to this position.

 

Clerical Duties: Obtains demographic and health data through telephone and face-to-face interviews with current and potential WIC Program participants and inputs client information into Florida’s WIC Information System and EBT (FL WiSE) system. Determines income eligibility of current and potential WIC Program participants based on federal and state income guidelines and procedures for determining program eligibility. Medicaid eligibility is done through the FL WiSE system and through the Florida Medicaid Management Information System (FMMIS) to obtain adjunctive eligibility for the WIC Program. Evaluates program eligibility status of each client to ensure a valid benefit issuance can be performed. Issues FL WiSE EBT benefits and Farmers’ Market coupons to certified participants in accordance with procedures outlined in DHM 150-24 and the WIC System Guide. Instructs participant, parent/guardian in the proxy procedure certification periods, and appointment polies. Completes and/or updates WIC Program Verification of Certification/Identification (VOC) cares. Instructs participant, parent/guardian in the redemption process of FL WiSE EBT and Farmers’ Makert benefits and notifies participants of their rights and responsibilities as a WIC Program participant. Offers voter registration and maintains appropriate documentation.

 

Health Support: Performs and records accurate measurements for WIC clients for lengths/heights, weights, and hemoglobins. Uses Center of Disease Control (CDC) approved equipment correctly and follows established protocols for obtaining accurate data. Performs hemoglobin tests on WIC clients, as needed for certification and nutritional care plan recommendations. Records data accurately in the medical or administrative record as well as in the WIC Data system. Regularly checks blood-testing equipment for accuracy per company standards. Maintains all necessary logs of data collected. Adheres to all medical protocols and safety standards to ensure the health of all clients and employees. Reviews client’s immunization records and documents information in the Immunization/Blood Work screen of the FL WiSE system. Calibrates anthropometric and hematological equipment per DHM 150-24, when needed. Properly handles bio-hazardous materials, according to DOH and local policies.

 

Nutrition Education/Outreach: Documents response to nutrition history question in the FL WiSE system. Provides interactive Nutrition Education newsletter to WIC participants. Participates in the nutrition education, breastfeeding, and outreach components of the WIC Program, including representing the WIC Program at community health events.

 

Client Services: Schedules appointments for participants/potential participants through the FL WiSE system. Answers questions regarding access to WIC program services. Refers participants to appropriate health department services, other state programs and/or to applicable community agencies and organizations. Performs follow-up activities regarding referrals for WIC Program services and for missed WIC Program certification appointments. Receives and distributes all incoming fax correspondence in a timely manner. Communicates with professional staff about time sensitive correspondence from physicians’ offices regrading appropriate formulas and medially prescribed foods. Communicates with eligibility staff about state-to-state transfer information. Contacts physicians’ offices when there are transmittal problems, serves as a liaison between their offices and the WIC office.

 

Breastfeeding Support: Protects, promotes, and supports breastfeeding. Refers clients to appropriate staff for breastfeeding information, concerns, and/or breast pump loan.

 

Training and Development: Attends and participates in staff development and training and required in-service training sessions, as well as regularly scheduled departmental staff meetings. Prepares and submits weekly Employee Activity Reports (EARS) of time and services provided as well as biweekly timesheets. Serves on committees, as assigned. Completes annual training.

 

Inventories: Participates in end of the month inventory of FL WiSE EBT cards, Farmers’ Market coupons and special formulas. Maintain accurate accountability and security of FL WiSE EBT cards, Farmers’ Market coupons, and special formulas at the issuance site and in transit between sites.

 

Performs other duties as assigned.
