Your Specific Responsibilities:

This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

 

This is an executive leadership position, functioning as the manager of the Florida Department of Health Bay County WIC Program. The incumbent in this position is a key member of the Florida Department of Health. Responsible for the supervision of staff Including appraisals, planning and directing their work, approving leave and having the authority for hiring and taking disciplinary action or effectively recommending such actions.

 

Bay County Executive Leadership Team.  Will assist with policy formulation and execution across all areas of the health department.  Directs and leads professional supervisors and other professional personnel delivering WIC services.  This position will demonstrate experience and expertise in developing policies and procedures, impacting personnel and fiscal administration.  Compliance with all standards associated with this position is required, along with the adherence to security, integrity and confidentiality regulations, policies and procedure related to information under the direct control of this position.  The position is responsible for the integrity and confidentiality of data sets under his/her control.  May have access to records containing social security numbers in the performance of job duties.

Coordinates and directs the WIC Program and Breastfeeding Peer Counselor Program for this multi-county WIC agency. The position will coordinate and liaison with the Director/Administrator of the non-lead county regarding their WIC services.  Keeps up to date with WIC federal regulations and State policy and ensures that the Florida Department of Health Bay County WIC Program Services operates complying with federal mandated regulations and state policy. Supports relevant initiatives of the Florida Department of Health Bay County Director/Administrator and ensures the integration of the WIC program with other public health services.  Ensures established State recruitment principles are championed within the WIC department. Monitors productivity and performance. Supervises and evaluates employees and completes performance evaluations in People First within established timeframes.  Reviews and approves leave and monitors attendance reports.

Responsible for the preparation and management of the Florida Department of Health WIC Program and Breastfeeding Peer Counselor budget within their respective allocations. Reviews and approves reimbursement documents for the Monthly Report of Program Operations for these two programs. Will oversee the preparation and approval of purchasing following established Florida Department of Health procedures.   Maintains surveillance on costs per client and service. Monitors monthly caseload and utilization of WIC fiscal year allocations as mandated.  Responsible for overseeing the Quality Improvement aspect of the program.  Prepares monthly training agendas and staff meetings to address identified quality improvement opportunities. Researches, evaluates and utilizes various revenue sources of revenue for the possible provision of comprehensive nutrition program services.

Responsible for program growth and increase in enrollment and participation for the Florida Department of Health Bay County WIC Program. 

Will support and promote public health nutrition programs implemented by the Florida Department of Health in Bay County. Will ensure the integration of the immunization program and Florida Shots as well as maintain excellent rapport with other maternal and child health programs such as Healthy Start.  Will see that health department services are referred to WIC clients as appropriate.

Participates in the Florida Department of Health Bay County Strategic Planning, Business Work Plan and Annual Report. Serves as a supervisor in the Special Needs Shelter when required.  In the event of activation of the Strategic National Stockpile Plan serves as a POD Manager (Point of Mass Distribution).  The incumbent will maintain required Incident Command System qualifications.

Certifies clients for participation in the WIC program in accordance with federal requirements and Florida DOH WIC policies and guidelines as stated in DHM 150-24. Accurately determines a nutritional/health risk reason for certification through individual nutrition assessments and evaluations of health data obtained. Provides appropriate WIC food packages to clients based on individually assessed information and current rules in place. Develops a nutrition care plan for all clients directly serviced, particularly the medically high-risk clients, utilizing all health and nutrition factors available for assessment. Nutrition notes are to be documented utilizing the SOAP method of Problem Oriented Medical Recording. Provides professional nutrition counseling and follow ups to all clients in accordance with established VENA (Value Enhanced Nutrition Assessment) care plan, nutrition education, and breastfeeding promotion requirements.

Required Knowledge, Skills, and Abilities:

Qualifications:

Valid Drivers license required. Must be licensed as a Dietitian/Nutritionist in accordance with the Florida Statues Chapter 468 or be eligible to practices Dietetics in accordance with Chapter 21M, Section 48.001, 48.002, or 48.003 Florida Administrative Code.

 

Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency.  Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
