Position Overview and Responsibilities:
The environmental Administrator for the Onsite Sewage Program plays a crucial role at the Florida Department of Environmental Protection by overseeing the inspection and regulation of septic systems in their respective region. This position ensures that new constructions, repairs, and modifications of septic systems comply with state environmental standards, thereby safeguarding public health and the environment.
This position is located within the Onsite Sewage Program, a vital component of the Florida Department of Environmental Protection's efforts to manage and protect the state's water resources. The position can be in Tallahassee, Panama City, or Pensacola, Florida.
Primary Responsibilities:
This is a high-level managerial environmental position in the Onsite Sewage Program. This position exercises independent judgment in formulating and recommending policies and procedures, workload distribution and Onsite Sewage Treatment and Disposal System services toward the protection of the environment. This position supervises Onsite Sewage Program staff consisting of environmental scientists, managers and other staff who are responsible for managing the Onsite Sewage Program for field offices.
Duties include but are not limited to:
- Management responsibilities include but are not limited to strategic planning, program budget, personnel actions, workload assignments, program coordination, technical reviews, and general administrative functions.
- Responsible for the processes and procedures of drafting permits and coordination of permitting activities for staff assisting the regulated community with understanding and complying with applicable state regulations.
- Conducts site inspections and joint inspections with staff to monitor/evaluate customer service and compliance with department policies and procedures.
- Oversees the distribution of work within the program to ensure incoming workload is equally distributed.
- Reviews and directs the review of plans and reports, specifications, permit applications and supporting data.
- Reviews and directs the review of submitted and department data, operational problems, inspection reports and compliance to assure permit conditions are proper and amends them as required.
- Assures permits are consistent with Department rules, regulations, and guidance memorandums and/or federal regulations, as required.
- Coordinates with compliance manager to meet program needs and integrates permitting with compliance and enforcement activities.
- Works with the Program Administrator to implement and streamline programmatic processes as a means of continuous process improvement.
- Reviews and responds to inquiries and requests for information.
- Responsible for training staff and planning to achieve Department objectives within the Onsite Sewage Program.
- Communicate program status, enforcement, and other information to the Program Administrator in a timely manner.
- Facilitates program operations and staff information needs through regular communication with employees both individually and in staff meetings/briefings.
- Performs related work as required by manager.

Minimum Qualifications:
- At least nine years of verifiable related experience in environmental science. A bachelor’s degree from an accredited college or university in environmental health, environmental science, or a physical or biological science may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
- Environmental Health Professional Certification in Onsite Sewage Systems, or be a Registered Sanitarian, or the equivalent as required under Section 381.0101, Florida Statutes, to be obtained within six months of employment.
- Valid state issued driver’s license.
- Travel including some overnight.
Position of Special Trust Requirement:
This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.
Applicable Job-Specific License or Certifications:
- Environmental Health Professional Certification in Onsite Sewage Systems, or be a Registered Sanitarian, or the equivalent as required under Section 381.0101, Florida Statutes, to be obtained within six months of employment.
Pay:
$75,000-80,000/annually (commensurate with experience)
