Position Overview and Responsibilities:
This is an advanced environmental position. As an Environmental Consultant within the Wastewater Compliance Assurance program, incumbent shall exhibit and implement positive and energizing leadership skills and serve as a role model of the Department and support the Department’s mission, goals, and values. The incumbent will serve as the subject matter expert for the department and local point of contact for the Division(s) and will coordinate with the Division(s) when necessary. In addition, the incumbent shall provide the following:
Facility Compliance: In general, this position will conduct a high volume of high complex inspections and file/data reviews.
- Plans and conducts inspections, site visits and other required field work, or conducts records reviews necessary for compliance evaluations. This includes, but is not limited to, reviewing permit files, reports, and other documents, as well as performing calculations and technical evaluations to determine compliance status of regulated facilities. When necessary, make enforcement recommendations to the supervisor.
- Conducts follow-up activities to assist facilities in returning to compliance without enforcement.
- Responds to, investigates, and takes steps to resolve complaints.
- When necessary, recommend enforcement action. Drafts complex enforcement documents and coordinates and leads enforcement meetings.
- Produces timely and accurate documentation of inspections, site visits, or field work. Reports are to be processed in accordance with established program rules, requirements, and policies. Enters inspection documentation, compliance data and resolution actions into the designated database.
- Supports, participates, and assists in the execution of compliance assistance workshops for the regulated community.
Internal Training, Consulting, and Organizational Improvement:
- Serves as a subject matter expert or technical consultant for Wastewater regulations including jurisdictional determinations, and compliance determinations. When directed, reviews staff’s work product for accuracy.
- Participates, develops, and leads cross-training activities and safety events. Facilitates learning through a variety of delivery methods including classroom instruction, virtual training, on-the-job coaching, job shadowing, and team building initiatives.
- Provides technical assistance as needed. Internal assistance includes training and providing technical assistance to Compliance and Assurance Program and permitting staff.
- Evaluates and makes recommendations on training material and methodology. Develops and refines training aids such as SOPs, manuals and handbooks.
- Participates in Division-related calls and calibration activity. Maintains working contact relationship with multiple Department Division offices to ensure consistent approach to compliance-related activity.
- Is a self-advocate for training, and partners with appropriate district staff to learn about multiple DEP program areas.
External Compliance Assistance, Outreach, Training and Partnership Implementation: Targets specific areas of industry non-compliance within the district and coordinates compliance assistance efforts with that industry.
- Conducts compliance/technical assistance site visits of highly complex regulated facilities to increase compliance rates.
- Seeks and cultivates positive partnering relationships with industry and regulated facilities to increase or maintain the highest possible compliance rates.
- Provides education and guidance to residential, commercial, institutional, and public sector. When available, arranges for the application of CEUs and the like towards outreach participants’ licensure.
- Supports, develops, participates or assists in the execution of compliance assistance workshops for the regulated community

- Ability to understand and apply applicable State and Federal rules, regulations, policies, and procedures relating to environmental programs.
- Skill in collecting, evaluating, analyzing and interpreting scientific or technical data.
- Ability to conduct field inspections/investigations that may involve working outdoors for extended periods of time in temperatures and weather conditions typical of Florida and navigating areas with rough terrain.
- Knowledge of field sampling techniques for soil, groundwater, surface water, and sediment.
- Ability to train, motivate and inspire others to achieve team goals.
Minimum Qualifications:
- Valid Driver License and ability to travel overnight as needed.
- At least 6 years of verifiable related experience in Environmental/Regulatory and or Engineering. Post-secondary degrees from an accredited college or university with a major in Natural Science, Environmental Science or Engineering may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
- Pursuant to the sections 110.1127 and 435.04, Florida Statutes, and DEP Directive 422, Background Investigation, is required to successfully complete a background and fingerprint check.

Annual salary - $59,286.48
