This is a highly specialized, independent, professional position that will require advanced knowledge in the management, inspection, and experience in environmental regulation of pollutant storage tank facilities within a regional area.  Will independently conducts an environmental program within Escambia, Santa Rosa, Okaloosa, Bay, Washington, Holmes, and Walton Counties that will include the preparation of reports from the DEP FIRST system and training of new inspectors. This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. This position performs a wide range of duties under the limited supervision of the Environmental Health Program Consultant – SES.  Travel may be required.

As the supervisor for the Pollutant Storage Tank Program oversees the inspection for proper construction of new and upgraded pollutant storage tank facilities and the coordination of inspections with Pollutant Storage System Specialty Contractors and ensures proper documentation of construction is completed. This position is responsible and accountable for all field staff under their supervision. Will review employee submittals including activity reports, complaint cards, legal notices, and inspection sheets, maintaining work analysis tracking systems; evaluating employees’ effectiveness, and conducting field inspections of employees’ work.

Provides technical assistance to employees, owners and operators of pollutant storage facilities, consultants, regulators, and the public.

Coordinates pollutant storage tank program activities with the Florida Department of Environmental Protection, the Florida Department of Professional Regulation, the United States Environmental Protection Agency, and other groups when necessary.

Ensure employees are properly trained and have the required knowledge and skills for conducting storage tank inspections.  Ensures employees have required safety training to conduct storage tank inspections.

Inspects pollutant storage tank facilities for compliance with corresponding rules and regulation.  Preparation of letters of noncompliance related to the enforcement of Chapter 62-761 and 62-762 of the Florida Administrative Code (FAC) to ensure compliance with Florida’s pollutant storage tank rules and current DEP contract requirements.

Performs other related or non-related duties as assigned: by supervisor including emergency management duties.


Knowledge, skills, and abilities, including utilization of equipment, required for the position:

  • Knowledge of and use of a digital camera, computers. Advanced knowledge in the management, inspection, and experience in environmental regulation of pollutant storage tank facilities within a regional area.
  • Knowledge of the terminology, principles, and analytical techniques of the physical or natural sciences.
  • Knowledge of data collection and analysis principles and procedures.
  • Knowledge of the Florida Administrative Codes 62-761 and 62-762.
  • Ability to collect, evaluate, analyze, and interpret scientific or technical data.
  • Ability to prepare technical reports.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures relating to environmental programs.
  • Ability to understand and follow legislative policy direction as established in Florida Statutes.

Qualifications: 

Licensure/registration/certification requirements (If applicable, list the appropriate Florida Statute or federal regulation cite): 
Must have a Valid Driver License and take the mandatory Defensive Driving Class. Bachelor of Science Degree in a physical or natural science or engineering with formal training in petroleum related subject. Must have HAZWOPER Certification 29 CFR 1910.120 or be able to obtain one within six months

Other job-related requirements for this position: This position may be required to work before, during and/or beyond normal work hours or days in the event of an emergency.  Emergency duty required of this position includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural. This position will have access to records containing social security numbers in the performance of job duties. Two or more years’ experience with the Florida Department of Environmental Protection’s Storage Tank Contamination Management/ Storage Tank Contamination Management /Petroleum Contamination Tracking (STCM/PCT) system. Two years’ experience as a supervisor. Two years’ experience related to pollutant underground and above ground storage tanks in the state of Florida. Must be willing to travel through our designated region of responsibility. May be required to use personal vehicle.
