Your Specific Responsibilities:

This is a highly specialized position supervising the facilities team and managing all facilities services activities for Escambia County Health Department (Escambia CHD). This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. This position reports directly to the Asst County Health Dept Director-HLTH. Travel may be required.

 

Leadership

Supports the Escambia CHD Facilities Team as its leader. Enforces policies and supports upper leadership decisions. Identifies and supports team member development needs. Ensures that team members have the tools they need to complete assigned tasks and meet performance expectations.

 

Facilities

Inspect all health department facilities and equipment for safety and cleanliness and immediately address any unsatisfactory conditions.

 

Provides technical assistance and interpretations of mechanical up-keep and repairs as well as preventative maintenance on all equipment and basic knowledge of plumbing, electrical, painting, A/C and heating, carpentry, etc.

 

Provides maintenance support to troubleshoot, diagnose, and conduct repairs for all renovations or modifications to existing office space. These renovations and changes may include but are not limited to, relocation of existing walls, partitions, and furnishings.

 

Repairing of electrical, air conditioning, heating, and plumbing, and related equipment; interior and exterior painting as required, plus minor carpentry work and masonry repairs.

 

Responsible for assigning work orders to mechanics daily and does quality assurance check on various work orders.

 

Maintains Facilities Fleet and ensures all maintenance and preventative maintenance to vehicles are timely and vehicles are clean and organized.

 

Shall coordinate with their supervisor for major issues (air conditioning, plumbing, major repairs and replacement, generator operation and maintenance, etc.) that may arise.

 

Safety

Serves as the Department Safety Officer and liaison to the local unit’s employees and management. Chairs the Escambia County Health Department (CHD) Safety committee.

 

Assures that the Escambia County Health Department (CHD) complies with all OSHA and DOH safety policies and procedures about the health care facility.

 

Monitors all facilities' work safety.  Performs and keeps records of all inspections, fire drills, and safety training.  Assures a safety committee is organized and meets once per quarter.

 

Develops and implements a loss prevention program and a comprehensive safety program.  Promotes increased safety awareness among employees and educates them on current safety issues and practices.

 

Create, implement, and review all safety policies and procedures annually.

 

Emergency & Disaster Responsibilities Include: 

Supports the Department through participation in directed duties during the time of a disaster which may include overseeing or assigning duties of the support staff assigned to the Escambia CHD Incident Command Center, supporting the CHD and Special Needs Shelter (SpNS) Logistics Sections, and other duties as requested. Serves as Deputy Logistics Section Chief in Escambia CHD Incident Command System, and other duties as requested. May be required to work during or beyond normal work hours or days in the event of an emergency.

 

Miscellaneous Responsibilities Include:

Required Knowledge, Skills, and Abilities:

  • Proficient in Word, Excel, PowerPoint, Outlook, and P-Card.
  • Proficient in use of computers.
  • Knowledge of Safety policy and procedures. 
  • Knowledge of HVAC, electrical/plumbing systems, and carpentry.
  • Skill in painting and wall patching. Basic service repairs and maintenance.
  • Skill in using hand and power tools.
  • Skill in cleaning, repairing, and maintaining buildings.
  • Ability to research and analyze specifications pertaining to annual agreements.
  • Ability to use computers.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with agency staff and contractors.
  • Ability to maintain records.
  • Ability to maintain grounds.
  • Ability to utilize problem-solving techniques.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures.
  • Ability to plan, organize and coordinate work assignments in priority order.
  • Ability to lift 50lbs.

 

Qualifications:

Minimum - High Deploma, 3-5 years of work experience, and a valid driver's license.
