This is a highly responsible position acting as the primary contact for the Escambia County Health Department (Escambia CHD) Aids Drug Assistance Program (ADAP). This position is required to perform administrative duties necessary to the procurement of medication from the ADAP program and follow all federal and state guidelines, statues, and policies. This position requires independent judgement and use of decision-making skills with limited supervision under the direct supervision of the Community and Social Service Manager I – SES. Phlebotomy experience is necessary. Incumbent must be able to work with diverse populations. Travel may be required.
This Human Services Program Specialist (HSPS) will keep procedure manuals current and update materials as needed to comply with policies and procedures of ADAP. The HSPS will be responsible for enrolling newly diagnosed and currently active HIV clients in Escambia County into ADAP. Follow the time guidelines as to reenrollment and needed documentation for reenrollment. Referring ADAP clients to community partners for other Ryan White Services. Complete all financial eligibility consistent with Florida HIV/AIDS Eligibility Procedure.
Verification of insurance, income, residency in accordance with DOH policy and Ryan White Eligibility Standards and Guidelines as required. Conduct ADAP eligibility in accordance with ADAP eligibility manual and ensure appropriate documentation is uploaded in Provide Enterprise Data System and CareWare Client Data System. Follows DOH guidelines by obtaining pertinent demographic information from clients, including but not limited to, registering and updating client information into the Health Management System HMS).
Review ADAP client files to ensure files contain valid Notice of Eligibility.
Ensure clinical data (viral loads and CD4 counts) as directed by physician orders are entered in ADAP Data Software Systems. Upload most recent labs, insurance and other information as applicable in Provide Enterprise System as changes occur.
Maintain knowledge of Medicare plan D programs, Affordable Care Act and private insurance programs. And understanding of adequate coverage based on ADAP standards, insurance terminology as well as an understanding of HIV medication and labs. Enter required insurance information into Provide Enterprise System Data and assist client and/or Central office with any technical issues related to ADAP premium payment process.
Screen clients for other insurance or pharmaceutical benefits, ensuring that medical eligibility criteria are met, and handling clients who move to other areas and transferring their care. The HSPS will maintain a working knowledge of Ryan White core eligibility processes and ADAP program enrollment requirements
As one of the primary contacts for the ADAP program, responsible for staying up to date on any changes in the program policy or processes and communicating such changes to the Community and Social Service Manager 1 SES.
Assess adherence to medications with each client and provide all needed education regarding ADAP medications. Liaising and coordinating care as needed with Ryan White care manager. Understand Human Immunodeficiency Virus (HIV) / AIDS and maintain up to date knowledge of all side effects of ADAP formulary medications. Establish collegial relationships with the prescribing practitioners and work to increase clients’ adherence to their total care plan. Review medication pick up rate report in Provide Enterprise Data System using Microsoft software and consult with client and health care provider about findings.
Responsible for coordinating and implementing all established ADAP program standards; maintain comprehensive quality records and collect all document data. Maintain data in Provide Enterprise Data System, run routine reports to monitor client data, adherence, and enrollment status. Prepare reports ensuring accuracy and timeliness. Perform Quality Improvement (QI) of all records and work on QI projects as set forth by program manager. Demonstrate effective oral and written communications skills. Keep supervisor fully informed.
Assists in organizing special event days such as National HIV Testing Day, World AIDS Day, and other awareness day events that include HIV testing, and this may include working on the weekends occasionally.
Actively participate in case management meetings, inter-disciplinary case staffing meetings, and quarterly consortia meetings. Participates in conferences; work groups, outreaches, and other professional meetings that enhance one’s knowledge about HIV/AIDS. Will attain 501 Certification with 90 days of hire and provide some HIV counseling and testing services within the HIV section of the Escambia CHD.

Qualifications:
Minimum:
- High School Diploma or higher
- One year of professional work experience using Microsoft Computer Software (Word, Excel, PowerPoint, Outlook, etc.).
- One year of working with diverse populations.
