Four (4) or more years of supervisory and/or managerial experience is required. A bachelor’s degree or higher from an accredited college or university can substitute for the required work experience.
Additional Requirements:
- Licensed to operate a motor vehicle.
- This position requires the supervisor to spend approximately 30% of time worked in the field.
Preferences:
- Bilingual with the ability to fluently speak and write Spanish and English.
- Five (5) years or more of regulatory and/or investigative experience.
- One (1) or more years of experience with time and personnel management skills, oral/written communication and presentation skills.
This position requires a security background check, including fingerprint as a condition of employment.
Employees of the Department of Financial Services are paid on a monthly pay cycle.

Minimum Qualifications for this position include the following REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of and skill in utilizing investigative techniques; statutory coverage requirements of the Workers’ Compensation Act (Chapter 440, Florida Statutes); ability to apply supervisor principles and practices. Ability to make and defend decisions regarding enforcement actions; to conduct fact-finding interviews and take statements; to evaluate and document performance of staff; to use deductive reasoning; to determine work priorities, assign work and ensure proper completion of work assignments; to analyze information and determine its validity; to prepare and conduct training programs; to prepare reports; to make independent decisions; to maintain strict confidentiality; to communicate effectively, verbally and in writing; to safely operate a motor vehicle, as evidenced by a valid drivers’ license; to understand and apply applicable rules, regulations, policies and procedures; to supervise people; to prioritize work load; to develop various reports; to assess budgetary needs; to collect, analyze and interpret data; to establish and maintain effective working relationships with others; to communicate effectively; to plan, organize and direct program activities. BRIEF DESCRIPTION OF DUTIES:
This is a managerial/supervisory position requiring work planning, directing, and enforcing workers’ compensation laws and regulations within a multi-county geographical location to assure the greatest possible compliance with the statutory coverage requirements of the Workers’ Compensation Law (Chapter 440, Florida Statutes). The incumbent is responsible for administration of the program and supervision of the Bureau of Compliance staff within the assigned District and must exercise independent judgment in the directing of staff in activities that include the interpretation, application and enforcement of rules under the workers' compensation law. This includes planning, directing and coordinating the work of staff to assure efficiency, effectiveness and productivity; communicating with, motivating, training and evaluating employees; planning and directing staff in their work and recommending new hires and corrective/disciplinary actions.
Train, supervise and evaluate district staff who:
- Analyze, evaluate, interpret, and enforce Section 440.02(15)(d), definition of independent contractor,
- Investigate and enforce violations of workers’ compensation insurance evasion, 440.105(4)(a)(3), in addition to administrative infractions.
- Issue, serve, enforce, and rescind stop work orders under 440.107(7). Calculate workers’ compensation insurance premiums for uninsured employers using standard insurance underwriting principles and practices to determine penalty assessment/collection based on premium evaded while legally uninsured, 440.107(7)(d), .
- Receive, review, and process Notices of Election to Be Exempt.
Review completed case files and reports of investigative staff for accuracy and completeness. Review cases being challenged for legal action ensuring all statutory requirements are satisfied for successful prosecution. Evaluate and document job performance, efficiency, effectiveness, productivity of staff, and provide additional training, as necessary. Provide instruction, interpretation, opinion, and advice to staff in order to resolve disputes or answer questions in complex or technical matters. Provide information to other agencies and the public concerning compliance with the law.
Recruit, select and train new employees for the district. Conduct regular general and specialized training on an in-service basis. Training is scheduled by incumbent at his/her discretion, as needed, on specific issues as directed by the central office. Evaluate, provide feedback and training to the investigative staff in the field. Utilize the Global Positioning System (GPS) network database, fleet logs and vehicle statistical reports to ensure state vehicles within the assigned district are used in accordance with Department policies and procedures, and Bureau guidelines.
Render decisions, opinions, referrals and reports with consistent quality, reliability, and equity without bias, in accordance with applicable statutes, rules, regulations and policy. Demonstrate sound judgment and reasoning in advising and assisting prosecutors and legal counsel on resolving enforcement matters and legal cases. Assist staff in all aspects of complex or difficult investigations and accompany staff on a routine basis to assess proficiency and performance. Assist staff with serving enforcement and case related documents to the employer.
Establish and maintain positive work relationships. Promote customer service and a positive public relations atmosphere on behalf of the Division. Serve as a public speaker or panelist, write original and/or responsive correspondence, appear as complainant or witness in litigated cases and as a consultant to employers or regulatory agencies with requests for compliance information and other duties as assigned by the Investigation Manager or Bureau Chief. Provide information to other agencies and the public concerning compliance with the law.
