Your Specific Responsibilities:
This position requires daily in-office work and field work as scheduled. This Public Health Preparedness (PHP) Planner II position provides support to the Florida DOH and Taylor CHD using tools and resources that support preparedness and response activities. Collects, manages, updates and archives program operational data including plans, guidelines, presentations and strategic planning documents. The incumbent serves on the Performance Management Council (PMC) to help develop the DOH Taylor Quality Improvement (QI) Plan and provide direction for the Strategic Plan and QI Plan goals and objectives in an effort to develop an agency-wide culture of quality and to remain in alignment with accreditation requirements; analyzes data to evaluate departmental improvement projects serving as lead or serving within project team, as needed; participates in special projects, as needed; serves as oversight to the DOH Taylor Quality Improvement Team. Uses knowledge of quality improvement (QI) methods and processes to engage staff in improvement activities to develop a culture of quality within DOH Taylor and align with accreditation requirements.
- Plan Preparation: Develops and assists in coordination and implementation of plans, procedures, guidelines and strategies for preparedness, response, and recovery of natural or man-made emergencies and/or disasters. Assists in the preparation of and provides input on collaborative program planning documents such as emergency plans, standard operating guidelines and preparedness tools through coordination and maintenance of effective working relationships between CHD, local, state and federal government. Assists CHD leadership with guidelines, exercises, preparedness tools and measure of functional emergency preparedness in accordance with state and federal guidelines. Submits developed plans as required. Submits annual budget for approval and monitors annual spending. Makes approved purchases according to spending plan to support readiness activities.
- Training and Exercises: Ensures that all staff are adequately trained in their response role prior to an event. Conducts quarterly Everbridge Drills as directed. Ensures that the Special Needs Shelter (SpNS) registry is triaged annually. Assists with CHD leadership in the development and presentation regarding public health emergency and disaster preparedness and response related information and training for local, regional, and state partners as appropriate, including but not limited to county partners, civic groups, clubs, and public schools. Coordinates with CHD leadership and response partners to ensure public health emergency response processes and procedures are included in exercises, as appropriate, whether table-top, functional, or full-scale exercises. Develops an after-action report based on evaluation of the exercises and from comments captured during hot washes.
- Response: Ensures that Special Needs Registry (SpNS) clients are adequately placed during an event. Coordinates with CHD leadership, DOH Regional Emergency Response Advisor and State Emergency Support Function 8 (ESF-8) to define roles, responsibilities and standard operating procedures in augmenting CHD or Incident Command Staff during public health emergency response operations. These roles could include liaison with the RERA or subject matter experts and CHD leadership. These roles could include deployment, with Health Officer and/or direct supervisor approval, as requested by State ESF-8. Develops after action reports based on comments captured during hot washes or notes for improvement captured during the incident.
- Serves as Safety Coordinator. Facilitates scheduled meetings which establish and implement safety measures as required per DOHP 4-A2-11, Safety and Loss Prevention Program Procedure with assistance of the safety committee and Alternate Coordinator. Ensures completion of training, reporting, and inspection requirements.
Serves as back up to TRAIN Administrator to assist employees as required. - Assists with operational duties as assigned by operations manager.
- Performs other duties as assigned.
Required Knowledge, Skills, and Abilities:
• Ability to establish and maintain effective working relationships with others including community partners and residents of the community; to effectively develop and implement training programs; to work independently; to plan, organize and coordinate work assignments; to travel as needed; to present in front of various groups of audience of any skill level.
• Ability to complete and analyze data and to prepare reports within specific timeframes
• Ability to lift up to 30 lbs, ability to lift, bend, push and pull to move equipment and supplies
• Ability to use logic and analysis to identify the strengths and weaknesses of different approaches
• Knowledge of Incident Command and National Incident Management Systems
• Knowledge of principles, practices and techniques of curriculum development and implementation of training programs
• Knowledge of principles, practices and techniques of computer analysis
• Knowledge and skills in use of various computer programs including MS Word, Excel, Outlook, and PowerPoint.
Qualifications:
Minimum - Valid Florida Driver's License, 1-3 years of experience working with emergency preparedness and response activities.
Preferred - Completion of FEMA courses ICS 100, 200, 300, 400, 700 and 800 (Required within 60 days of hire). Experience developing and maintaining relationships with community partners and the general public. Experience developing plans and procedures within specific timeframes. Experience developing and coordinating training and exercise activities.
