Your Specific Responsibilities:
This is a highly responsible and independent Epidemiology and Health Informatics management position under the general supervision of the County Health Department Administrator-HLTH at the Florida Department of Health in Charlotte County. This position will direct, manage, and coordinate the Epidemiology programs including the supervision and development of all subordinate staff. The incumbent will work within a participative management organizational structure and will be responsible for epidemiological monitoring and investigation, evaluation of community health emergency management, development of emergency plans and response procedures, and syndromic surveillance throughout the medical and public health community. This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.
- Direction of this department includes supervision, program evaluation, strategic planning, data analysis, report writing and partnership development.
- Responsible for the collection and analysis of data used to assess the health status of Charlotte County residents. Identify data needed to guide and evaluate public health programs and resources; assist with defining community health assessment data and research; and assist with strategic planning activities and the publication of annual reports.
- Manages the daily operations of the Epidemiology program to ensure completeness of investigations in accordance with Florida Statutes, Florida Administrative Code (FAC), Programmatic and CDC surveillance guidelines to include investigation of reportable diseases, direction of local epidemiologic projects, and the development business processes and local diseases control protocols. Prepares and directs the collection, analysis and reporting of epidemiologic and surveillance data to enhance early detection of potential outbreaks, bioterrorist events, or diseases that occur naturally.
- Responsible for the collection, analysis, and maintenance of data to track incidence, prevalence, risk factors and disease trends. Works with medical community to encourage prompt and complete reporting. Assures the completion of investigations of individuals who are reported with communicable diseases, including disease specific counseling, education, and follow-up activities to affected patients, households, or institutions as appropriate to prevent further transmission and exposure.
- Develops and maintains epidemiologic components of the Charlotte Comprehensive Emergency Management Plan (CEMP), Influenza Pandemic Plan and the Continuity of Operations Plan (COOP).
- Actively participates in DOH-Charlotte strategic planning development and implementation. Develops program goals and objectives in alignment with State and Local Health Improvement Plans and Strategic Plans.
- Develops and implements a written plan for monitoring and tracking the health status of the community to include communicable diseases, non-communicable diseases, health outcomes, health factors and health behaviors. The plan is to include work processes and timelines for compiling, analyzing, reporting and disseminating community health statistics and status reports.
- Prepares, monitors and manages the Epidemiology program budgets.
- Develops a network of agencies and health professionals required for a robust disease surveillance system (communicable and non-communicable diseases).
- Participates in agency Quality Improvement (QI) activities. Develops and implements a QI program to improve the effectiveness and efficiency of surveillance systems and communicable disease investigations for the Epidemiology and supports the STI programs and to improve client outcomes.
- Assures compliance with PHAB Accreditation Standards for Epidemiology program and assists in preparation for PHAB accreditation and re-certifications.
- Author, review, and edit health alerts, newsletters, articles, public health alerts and advisories and education materials.
- Serves as epidemiology subject matter expert for media inquiries and on-camera interviews.
- Attends and/or facilitates meetings and conferences representing the department. Appears at public meetings, lectures to groups as requested and assists with preparation of statements to communications media concerning disease and monitoring information of concern to the public.
- Coordinates the epidemiology response for emerging infectious diseases. Serves as primary liaison with community partners, and provides educational presentations for partners, county residents and visitors.
- Coordinates the epidemiology response after a disaster including disease surveillance, investigation and reporting, specimen collection, infection prevention recommendations, community education and communication with Central Office.

Minimum Qualifications:
- A valid Florida driver’s license is required
Preferred Qualifications:
- A master’s degree from a U.S. accredited college or university in Public Health, Public Administration or related field is preferred.
- Experience in the Epidemiological or Infection Control field is preferred.
