Your Specific Responsibilities:
This position performs work within the General Services Department for the Florida Department of Health in St. Lucie and Okeechobee County Health Departments including managing and directing building maintenance, building renovation and new construction project planning and management, facilitating insurance claims for damaged facilities, custodial management, space allocation management, safety liaison, purchasing and contract management and acting as a liaison between the St. Lucie and Okeechobee County Health department and other agencies including local and state governments where applicable.
The employee in this position exercises independent judgment for these areas of responsibility.
Renovations and New Construction – Working with FDOH staff, supervisors, renovation and construction vendors, design planners, architects, other involved agencies, and local and state governments where applicable; Coordinates the planning, manages and oversees building renovations and new construction Including building fixtures, staff relocation and post-occupancy of newly renovated and newly constructed agency spaces. Provides continuous written monthly updates on the progress of each project to those involved as directed by supervisor. Schedules and facilitates meetings with project stakeholders and represents the FDOH in St. Lucie and Okeechobee Count as the lead in all new construction/renovation project meetings both internally and externally.
Facilities, Maintenance, and Custodial - Coordinates maintenance, repairs, grounds services, and custodial services at designated facilities of the Florida Department of Health in St. Lucie and Okeechobee County. Submits Work Orders for work to be performed by the local county government facilities departments where appropriate. Serves as liaison with County Facilities, and other County departments that interact with the facilities management of the Florida Department of Health in St. Lucie and Okeechobee County. Installs fixtures and other items of a minor nature when called upon and as directed by supervisor.
Serves as the Local Safety Coordinator and Manages the day-to-day operations of the local Safety and Loss Prevention (SLP) Program for the locations under his/her purview. Attends the quarterly statewide safety and loss prevention conference calls. Establish a safety committee and facilitates quarterly meetings. Conducts semi-annual safety inspections and drills and reports results to upper management and the Agency Safety Officer. Reviews monthly workers' compensation casualty claims reports and reports discrepancies to the Agency Safety Officer. Investigates employee work-related accidents to determine root causes and corrective actions. Promotes and coordinates safety training, awareness, and recognition at the local level. Maintains all safety-related records per the state retention requirements.
Maintains a roll call roster of employees, within designated locations, participating in fire drills, if conducted. Reviews all local safety procedures every two years in accordance with Department of Health Policy and recommends updates to the division director or equivalent where necessary.
Creates and submits purchase requisitions in the MyFlorldaMarketPlace electronic purchasing system and creates and Executes Statements of Work, and/or Formal Contracts applicable to all job duties including renovations and new construction in accordance with State of Florida purchasing guidelines and statues. Oversees and manages approved purchase orders, Statements of Work, and contracts as they relate to facilities, renovations, new construction and project management.
Disaster Response - Coordinates facilities response prior to, during, and after a community disaster. Follows the Incident Command structure for facilities response and other responses requested by the Incident Commander and his/her designees.

Required Knowledge, Skills, and Abilities:
Must be able to ambulate more than 100 pounds, lift 50 pounds from a standing position and carry for a minimum distance of 15 feet
Knowledge and understanding of Construction and Renovation Project Management of buildings, or other structures. knowledge of commercial facility maintenance and ability to repair and/or install minor fixtures or other items using both power and manual tools.
Ability to navigate and decipher construction design plans and their various components and the ability to draft simple design floor plans for new construction and/or renovation planning and staff occupancy or other space needs.
Knowledge of purchasing and procurement processes involved in the selection of contractors or material supply vendors. Has the ability to create a scope of work for each construction and/or renovation project and research proper vendors necessary for the type of work to be performed.
Has the ability to plan, coordinate and facilitate meetings, including identifying key stakeholders necessary to identify assigned project needs. Possesses skills in using Microsoft Power-Point, TEAMS and other available software applications necessary to achieve positive outcomes.
Possesses dispute resolution skills necessary to resolve potential issues with contractors, vendors, other entities, individuals and staff that may be involved with an assigned project to achieve project success.
Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
Knowledge of relevant equipment, procedures, and strategies to promote employee workplace safety for the protection of people, data, and property. Possesses investigative report writing skills.
Knowledge of inventory procedures and the ability to generate and maintain inventory logs.
Possesses knowledge and skills of various Microsoft office products such as Word, Excel, Powerpoint, Outlook, TEAMS and Edge and has the ability to utilize such products for daily work functions.
Qualifications:
Minimum: Current valid driver’s license (must obtain Florida license within 30 days of hire), must be able to ambulate more than 100 pounds, lift 50 pounds from a standing position and carry for a minimum distance of 15 feet, inventory management experience, construction and/or project management experience, conflict management experience
Willing to work before, during, and/or beyond normal work hours or days in the event of an emergency? This may include working in a special needs or Red Cross shelter, or performing other emergency duties, including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
Willing to physically come in the office daily and perform field work

Preferred: Bi-lingual English and Spanish, a bachelor’s degree in construction
