The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking, and public assistance. The agency’s mission is to work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency.

 

Within DCF, the Economic Self-Sufficiency (ESS) Program helps to promote strong and economically self-sufficient communities by determining eligibility for food, cash and medical assistance for individuals and families on the road to economic recovery.

 

Under the ESS Program, the Office of Public Benefits Integrity (OPBI) is responsible for investigating public assistance fraud or misuse regarding the SNAP (Food Assistance), D-SNAP (Disaster Food Assistance), TANF (Cash Assistance), and Medicaid programs by individuals or merchants.

SENIOR MANAGEMENT ANALYST SUPERVISOR – 60074530 – QUALITY MANAGEMENT

 

THIS IS NOT A TELEWORK POSITION.

 

The selected candidate will be required to work at the closest office location.

Travel will be required.

This is a full-time position working 40 hours per week.

Business hours are 8:00 am - 5:00 pm EST, Monday - Friday.

The incumbent is a member of the DCF D-SNAP Disaster Response team and, in that capacity, may be required on short notice to perform duties and travel in support of disaster relief. During such events, incumbent may be required to work more than 8 hours per day. 

 

MINIMUM QUALIFICATIONS:

 

  • Must be current DCF Employee
  • A valid State-issued Driver’s License
  • A willingness to travel extensively, including overnight travel
  • Five or more years of experience working in the Florida Department of Children and Families (DCF) Economic Self Sufficiency Program determining eligibility or policy applications for any of the public assistance programs (Food Assistance, Temporary Cash Assistance, Medicaid, or Refugee Assistance)
  • Minimum of two (2) years of experience reading/reviewing cases in the Quality Management System (QMS)

PREFERENCE WILL BE GIVEN TO CANDIDATES WITH THE FOLLOWING:

  • At least one year in a supervisory capacity in the ESS program
  • Two or more years of experience in developing and completing ESS corrective action plans and audit reports.

 

SENIOR MANAGEMENT ANALYST SUPERVISOR – ESS OPBI – QUALITY MANAGEMENT

The Office of Quality Management is seeking a dynamic Senior Management Analyst Supervisor to join the Quality Assurance Team within the Economic Self-Sufficiency (ESS) Florida Program Office. This is a Selected Exempt Service management position responsible for conducting the federally required Management Evaluation (ME) reviews of the Food Assistance (FA) Program Supplemental Nutrition Assistance Program (SNAP) for accuracy and timeliness in the six regions and the customer call center.

The incumbent will serve as the Headquarters Quality Assurance Manager for three of the regions.

The position requires an enthusiastic candidate who displays progressive thinking and a can-do attitude. They must possess the ability to analyze data and think critically, creatively and strategically. The candidate must have subject matter expertise in the relevant program areas in order to direct a team responsible for management evaluations, validations of regional designated reviewers. Key to this position is the ability to network, develop and maintain professional relationships with regional counterparts, other Departmental programs, and state and federal agencies.

Responsibilities include implementing the quality assurance techniques used to measure successful performance outcomes for the monitoring of public assistance programs at the circuit/region level and coordinate operational and management improvements as a result of Quality Assurance activities. The incumbent must demonstrate the Department values of integrity, courage, accountability, respect, and excellence.

DUTIES AND RESPONSIBILITIES:

 

  • This position is responsible for planning, development and assessment of Headquarters Quality Assurance (QA) activities in relation to the administration of the Economic Self-Sufficiency (ESS) Programs within the assigned regions. The individual in this position must have a broad-based, expert knowledge of all ESS programs as well as sound administrative, consultative and coordinative skills. The person must be able to review, absorb, understand and apply state and federal policy to increase the effectiveness and delivery of the program and to increase and maintain exceptional program integrity.
  • Independently provides on-going line supervision, support and direction to Senior Human Services Program Specialists (SHSPS) whose responsibilities include state compliance, QA activities within the ESS Program. This requires overseeing the provision of technical assistance, monitoring, validation, case reviews and QA facilitation to operations staff. It requires assigning and tracking staff work assignments to ensure projects are carried out by assigned deadlines and in the most accurate manner possible. Duties also include hiring, training, motivating, managing and evaluating performance through established performance appraisal criteria.
  • Responsible for state monitoring activities in the ESS Office of Quality Management within assigned regions to ensure program compliance with policy and fiscal regulations. Ensures monitoring provided by the QA staff is comprehensive and covers all aspects of quality and quantity of service delivery to ensure uniformity throughout the state and as outlined by state and federal requirements. Identifies and shares with headquarters and other regional partners best practices discovered via monitoring. Identifies deficiencies analyzes program effectiveness and efficiency and provides guidance in the development of corrective action plans to improve service delivery. Identifies gaps in delivery of services in assigned geographic and program areas.
  • Coordinates the ME schedule with operations and program offices. Ensures monitoring tools are up to date and applicable to current policy. Makes available all working papers for auditing purposes. Identifies and shares operational training needs. Leads and directs QA staff in the development and delivery of monitoring results.
  • Reviews administrative policies, procedures and guidelines as well as proposed legislation to evaluate the impact on operational staff and recommends appropriate actions. Identifies operational problem areas in the implementation of program policies and makes recommendations to resolve issues in coordination with the regional management staff.
  • Analyzes the program’s performance measurement tools (i.e., QMS, MES Reports, etc.) regarding program performance and make recommendations for continuous quality improvement initiatives.
  • Attends statewide conferences and meetings to improve planning for implementation and maintenance of policy in operational units and to share best practices for improved services in the ESS programs.
  • Maintains and improves professional knowledge, skills and abilities.
  • Performs travel in relation to duties.
  • Monitor and ensure fiscal responsibility within the assigned regional activities.
  • Coordinates with other Department of Children and Families Program Offices and community providers and agencies to ensure the delivery of quality and timely services.
