The Work You Will Do:
The Office of the General Counsel is seeking an attorney with personnel law experience. The successful candidate will be highly organized, possess strong writing and oral advocacy skills, and capable of building strong and productive relationships. This position is in Tallahassee, Florida.
This is a highly responsible position in the Office of the General Counsel. This position will work under the supervision of the Deputy General Counsel for Administration and work on personnel matters. The successful candidate must be able to develop a specialized knowledge of the laws and regulations relating to Florida and Federal personnel law, including chapters 110 and 112, Florida Statutes. Prior personnel law experience is preferred.
Your Specific Responsibilities:
- Review proposed personnel actions for substance and form.
- Draft responses to inquiries from State and Federal agencies.
- Draft orders, notices, and legal memoranda, including pre-hearing and post-hearing filings.
- Represent the Department in administrative proceedings and circuit court proceedings.
- Represent the Department in mediation and arbitration proceedings.
- Conduct witness examinations, introduce evidence, and make objections.
- Coordinate with the Deputy General Counsel, the General Counsel, and fellow attorneys within the Department to ensure uniformity in decision-making and correctness.
- Observes legal deadlines.
- Conduct legal research.
- Update document and case management systems.
- Assist in the production of public records.
- Assist in rulemaking.
- Perform other duties as directed by the Deputy General Counsel or General Counsel.
Knowledge, Skills, and Abilities:
- Knowledge of Florida personnel law, including knowledge of the career service system and Chapter 110, Florida Statutes.
- Knowledge of discrimination and harassment law.
- Knowledge of the State’s collective bargaining agreement with the Florida Police Benevolent Association and the Law Enforcement Bill of Rights.
- Knowledge of the Florida evidence code and rules of civil procedure.
- Effective decision-making ability.
- Effective oral advocacy and legal writing.
- Ability to manage, prioritize, and organize caseload.
- Ability to recognize and act on emerging issues and shifting priorities.
- Ability to work independently and in a team environment.
- Ability to communicate effectively.
- Ability to conduct legal research.
- Ability to negotiate settlements.
- Ability to conduct, analyze and draft bill analyses and legislative summaries.
- Ability to make oral presentations and conduct trainings.
Minimum Requirements:
- Must be a member of the Florida Bar in good standing.
- Must have at least two years of professional experience in the practice of law.
Preferred:
- Personnel law experience.
- Experience with the Public Employees Relation Commission.
- Valid driver's license.
