CONDITIONS OF EMPLOYMENT:
- New employees of the Department of Military Affairs will be required to pass a pre-employment drug screening.

- The Department of Military Affairs is paid on a monthly basis.
- This position is a Cooperative Agreement position.

MINIMUM REQUIREMENTS:
- A High School Diploma AND
- One (1) year of experience in Maintenance, Refuse Management, Recycling, or a related field
- Two (2) years of forklifts and or heavy equipment operations
- Must currently posses and maintain a valid State of Florida Driver’s License
PREFERRED REQUIREMENTS:
- One (1) year of basic maintenance, servicing, light carpentry work, and torch/plasma cutting experience, for a total of three years of experience
- Currently have and maintain a valid State of Florida Class A or B Commercial Driver License (CDL)
PHYSICAL REQUIREMENTS:
- Must be able to bend, squat, climb, kneel, twist, grasp, push, and pull. Must have manual dexterity with hands and fingers. Ability to lift a minimum of 50lbs. or more.
DUTIES AND RESPONSIBILITIES:
- Assist QRP supervisor with recordkeeping duties, completing/maintaining daily logs of QRP eligible scrap/recyclable, and reusable materials received from FLNG units, maintenance activities and other government agencies throughout Florida. Assist with providing guidance and instruction to units and activities on how to identify DoD listed eligible and or excluded scrap materials prior to/at turn in. Unload scrap/recyclable materials from QRP vehicles upon arrival, and record weight and piece count totals. Primary preparer of scrap/recyclable materials for bid sale by operating Ammunition Peculiar Equipment (APE) deformer equipment, stacking/palletizing unserviceable lead acid batteries and segregation of scrap metals. Track daily totals of prepared scrap/recyclable materials and notify supervisor when enough weight has been accumulated to conduct a bid sale. Assist with preparing shipping/transportation paperwork and with conducting loadouts shipments of scrap/recyclable materials on vendor supplied transport vehicles. Ensures all scrap accumulation containers/hoppers are stamped and stenciled with QRP assigned numbers, safety locks, chains are attached. Assist supervisor with reviewing customer request for service to determine needs and deploys resources to provide service. Track placement of scrap hoppers/container’s locations. Assist in scheduling pickup appointments of scrap/recyclable materials though out the state at FLNG and other government locations, to include facilitating and ensuring administrative completion actions. Assist supervisor with maintaining inventory lists of QRP supplies, PPE, tools, equipment and hazard materials/ petroleum oils and lubricants needed for operations, request quotes and assist in preparing FORM 36s for purchases.
- General knowledge of light maintenance, repairs, and services in connection with types of equipment assigned to the QRP. Conduct pre-operational inspections IAW manufactures specification on vehicles, industrial/heavy equipment, and recycling equipment. Performs some light carpentry work and torch/plasma cutting duties. Assist vendors/manufacturers with equipment repairs, services, setup/assembly of new/existing recycling equipment. Responsible for key control, tool inventory, identifying and requesting replacement/new tools needed for QRP operations. Appointed as either the QRP Site Safety Officer or Environmental Officer.
- Assist in ensuring the QRP is aggressively trying to find new recycling avenues for the scrap/recyclable generated by our organization and conduct research of new recycling/sorting equipment needed to help streamline and improve quality and quantity in the recycling operations. Assist with preparing briefing materials and attend some periodic reviews/meetings.
- Conduct moderate schedule travel some overnight stays may be required at the U.S. Air Force Installation at Avon Park, FL for the purpose of processing misc. range residue and expended brass for transportation to the QRP site location on CBJTC.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Ability to communicate effectively - verbally, instructional and in writing, including following oral/written instructions.
- Ability to read, understand, interpret OSHA (29 CFR 1910, General Industries), FLARNG safety, environmental regulations, QRP recycling operations procedures, and Department of Army Qualified Recycling Program Handbook.
- Ability to assist QRP supervisor with training of new employees
- Skilled in conducting inspections and diagnoses of vehicles, recycling, and heavy equipment, to identify causes of errors, problems/ defects.
- Ability to resolve operational problem and make decisions on how to safely proceed.
- General knowledge of state, federal roadway rules, procedures, techniques, when operating commercial vehicles on public/installation roadways and equipment on installations.
- General understanding in conducting/providing instructions on how to safely load trucks/trailers with recyclable and scrap materials. Ensuring proper weight distributions, load securement for safe transport.
- Knowledge and basic skills in maintenance/repair of recycling processing /heavy equipment.
- General understanding of operating various types of heavy/industrial equipment lease to/owned by the QRP included, but not limited to; wheeled/track front loaders, industrial/telehandler forklifts, mobile and stationary recycling equipment.
- Ability to recognize/identify workplace and operational hazards, help determine necessary corrective actions.
- Ability to performs independent manual labor incidental to job assignments.
- Ability to complete job related reports, receiving forms of QRP eligible recyclable/scrap materials.
- Ability to assist in updating standing operating procedures (SOP) for recycling program.
- Ability to follow applicable safety and environmental regulations, policies, and procedures.
- Ability to lift, carry, and handle up to 50 pounds, kneel, climb, squat, push, pull, or bend over on a frequent basis and stand for extended periods of time. Work outdoors in various weather conditions.
- Performs other related work as assigned.
