This position is responsible for working in a Family Practice Service Center and managing a comprehensive Disease Control program for St. Johns County Health Department, a rapidly growing county of more than 220,000 residents.

 

Must be licensed as a Physician with the State of Florida.

DUTIES AND RESPONSIBILITIES

This position is responsible for working in a Family Practice Service Center and managing a comprehensive Disease Control program for St. Johns County Health Department, a rapidly growing county of more than 220,000 residents.

 

This position provides medical examinations, establishes diagnosis and prescribes necessary treatment for County Health Department Clients. Practices in the Family Practice Service Center (Family Planning, Communicable Disease, HIV, TB), providing medical care and follow-up under the supervision of the County Health Department Director. This position also requires consultation with other agency physicians and arranges for consultation with other specialists as needed. Documents in medical records all treatments and medications.

 

Assists the County Health Department Director and senior staff members in periodically reviewing and evaluating the general public health program for the County.

 

The incumbent provides medical oversight for the Disease Control Program that includes the following activities:

 

  • Ensuring the accurate and timely reporting by Health Care Providers, of all reportable diseases
  • HIV/AIDS clinic operations
  • TB clinic operations
  • STD clinic operations
  • Refugee screening
  • Immunization program and Rabies PEP
  • Disease Control activities as it relates to Environmental Public Health.

 

Assists County Health Department Epidemiologist as liaison to Infection Control staff of local hospitals and other local health care agencies.  Maintains accurate records and provides assistance as needed for timely reports to the State EPICOM and other disease reporting systems.  Updates policies and procedures as indicated and instructs all medical and paraprofessional staff at the local level on policies and procedures.

 

Represents St. Johns County Health Department in meetings as necessary and supports CHD Epidemiologist on Infectious Diseases and Environmental Public Health.  Participates with community agencies and schools in assisting with educational needs and providing intervention for those at risk. Consults with local clinics, local hospital infection control practitioners, and private physicians for early detection of communicable diseases.  Prepares educational lectures on infectious diseases for County Health Department Director to present, as needed.

 

Assists County Health Department Epidemiologist in providing Epidemiology education programs for staff, medical personnel and community at large on issues related to the prevention, management and reporting of communicable diseases. Assist as needed in developing Epidemiology training for staff to assist with outbreak investigations following the Incident Command Structure.

 

Assists County Health Department Director in the EPI Bio-Terrorism Surveillance Program; assists in coordination of activities of Bioterrorism surveillance and conditions that may be the result of Bioterrorism, outbreaks of infectious diseases, public health threats and emergencies. Assumes active role in the planning and implementation of the DISASTER/WMD Program at the St. Johns County Health Department.  Participates in all phases of emergency preparedness, including planning, response and recovery. 

 

Community Outreach and Research – will serve as a resource to Environmental Health and Community Education and Outreach – outreaching to community populations to address key public health concerns.  Forms partnerships with the community; health care, academic, government agencies, non-profit organizations, private businesses and county residents. 

 

Attends meetings, seminars and conferences as needed for licensure requirements and to stay current with medical practices.

        

Participates in and actively promotes the Agencies organizational effectiveness and excellence by fostering individual and team development activities through the St. Johns County Health Department Sterling Management Model, Strategic Planning and Management Team Meetings.

 

Ensures the integrity/confidentiality of all data sets in the program; complies with the information security protocols and procedures (DOH 50-10g-07); security and privacy of client information is maintained; disclosure of confidential information is released only after proper authorization has been obtained; and information that is exempt from public record disclosure is maintained in a confidential manner.
